Overview
To manage, supervise, administer and maintain quality control of the City's Fleet Services. Management and direction of assigned personnel is conducted with considerable independent judgment.
Essential Functions
Manages the overall operation of the City's Fleet Services vehicles and apparatus, equipment, supportive parts and supplies and emergency equipment for other City facilities.
Establishes and maintains preventative maintenance programs for varied system and equipment requirements.
Assists in the planning and implementation of operational budgets; prepares recommendations for expenditures on equipment and personnel; develops and maintains a comprehensive fleet and heavy equipment replacement list in coordination with operating departments and the Department Directors to align replacement schedules with available replacement funds.
Maintains work schedules and time records of subordinate employees and prepares reports on labor activities.
Plans, organizes, directs, supervises and evaluates the work of all assigned subordinate personnel.
Prepares recommendations and specifications for the purchase and overhaul of apparatus.
Focuses on employee retention by using communication skills, active listening, and counseling with employees, providing objective feedback to subordinates, motivating the workforce, and using effective conflict resolution skills.
Recommends high quality candidates both internally and externally for employment.
Develops subordinates by providing training, developmental opportunities and career development discussions.
Prepares reports on management operations and activities, including accidents, equipment status, supplies, budget status and other issues; reports on fleet and heavy equipment replacement needs and funding status; recommends appropriate improvements.
Establishes and maintains appropriate systems of records concerning management activities.
Plans, directs, and conducts special studies and projects as assigned, and supervises the preparation and presentation of reports, findings and recommendations.
Coordinates activities of maintenance and personnel with those of other affected City Departments and other governmental agencies.

Minimum Qualifications
High School Diploma or GED,
Minimum of eight (8) years' experience at fully qualified journeywork as a mechanic of which three (3) years should be with supervisory experience,
Possess Certification as a Fleet Equipment Manager by a nationally recognized organization (APWA, NAFA, AEMP) or other accredited institution, or must obtain
