Position Overview:
ANSER is seeking a Business Development Lead to cultivate, develop and execute strategic growth initiatives in Hawaii and the Indo-Pacific region. In this key role you will generate new business opportunities, identify targeted contract capabilities and network to build and strengthen relationships with agency executives and representatives. As the Business Development Lead you will play a critical role in making a significant impact on ANSER’s growth in supporting regional defense, join and combined operations and combat readiness.
Day to Day Responsibilities:
- Lead business development efforts aligned with ANSER’s strategic goals to drive growth, customer satisfaction, and teammate engagement.
- Understand and leverage existing contracts, past performance, and capabilities to position ANSER for future opportunities.
- Identify, assess, and qualify new business opportunities by analyzing market trends, command requirements, and the competitive landscape.
- Develop and manage a robust pipeline of opportunities aligned with corporate priorities and revenue targets, particularly in Hawaii and the Indo-Pacific region.
- Create and execute growth strategies and action plans for the Indo-Pacific, including INDOPACOM headquarters and component commands.
- Engage current and prospective clients to strengthen relationships and expand ANSER’s footprint in key defense sectors.
- Lead capture planning for priority pursuits, including pricing strategy, teaming, risk mitigation, and win themes.
- Partner with capture and proposal teams to shape opportunities, influence requirements, and ensure timely, high-quality submissions.
- Develop and maintain formal capture plans, ensuring cross-functional alignment and strategic execution.
- Prepare and present regular updates on pipeline health, revenue forecasts, and capture progress to senior leadership.
- Craft compelling white papers, RFIs, Sources Sought responses, and other opportunity-shaping documents.
- Develop strategic messaging and communications to support branding and positioning for targeted pursuits.
- Represent ANSER at industry events and conferences, building trusted relationships with agency leaders and key stakeholders.
- Lead or contribute to the development of capability statements, concept papers, blog content, and marketing collateral.
- Coordinate with internal teams to align resources and capabilities to business opportunities.
- Monitor and assess government acquisition strategies and timelines to position ANSER for success.
- Maintain deep knowledge of defense contracting in the Indo-Pacific and associated federal funding trends.
- Contribute to the annual federal business development strategy and support its implementation across the organization.
Required Qualifications:
- Active Top-Secret clearance with SCI eligibility.
- Bachelor’s degree.
- 10+ years’ experience in the professional services space with an understanding of the Indo-Pacific region and it components (Pacific Fleet, Special Operations Command Pacific, US Army Pacific and 8th Theater Support Command)
- 5+ years as a senior staff officer within the Office of Secretary of Defense, major commands or at the Joint Staff level.
- 5+ years of relevant professional experience in business development focused in/on the Department of Defense, associated military branches OR sub agencies.
- Active network of contacts within the Indo-Pacific region commands and components.
- Successful track record of developing and achieving growth initiatives.
- Experience leading proposal and capture development.
- Experience using and managing customer relationship management systems.
- Demonstrated ability to communicate succinctly and persuasively both written and verbally.
Preferred Qualifications:
- Master’s in business administration
- 10 years of business development experience supporting Department of Defense.
