Job Duties
The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Research and Evaluation is seeking a highly skilled individual to lead the State Opioid Response (SOR) reporting. A key part of this position will be to assist in the development, measurement, and reporting of SOR, and the Virginia First Responders Project for Opioid Overdose Project through SPARS. This position will be responsible for designing, implementing, and conducting program evaluations and policy studies; assisting in the development, design, and implementation of analyses of Department and Community Services Boards (CSB) activities, including analysis of data submitted to the Department by CSBs; developing alternatives for improving the quality and efficiency of behavioral health services; and consulting with and providing technical assistance to CSBs and recommending action to departmental decision-makers for implementing appropriate changes. This position reports to the Director of Research and Evaluation.
Additional responsibilities include:
• Management of employees that are directly supervised by this position.
• Leading the annual and quarterly reporting of the SOR and Virginia First Responders Project for Opioid Overdose Project.
• Creating a systematic schedule for delivering yearly General Assembly and other State reports as assigned.
• Collating, cleaning, analyzing, and drafting reports.
• Developing, producing, and presenting program evaluation and system data analyses for internal stakeholders.
• Providing data evaluation support to grant project teams.
• Advising the development of policy, funding, and legislative initiatives related to Community Behavioral Health Services.
• Leading the management, design, and analytics for the array of Power BI reporting dashboards.
• Representing DBHDS on interagency committees, commissions, panels, and workgroups as assigned.
Minimum Qualifications
• Considerable knowledge of human services programs.
• Considerable range of knowledge about research and evaluation methodologies appropriate to an applied human services system.
• Experience in providing technical and logistical support to human services projects and resolving problems encountered in implementing evaluation methods.
• Demonstrated ability to conduct or assist significantly in conducting research and evaluation studies.
• Experience related to designing, conducting, and writing, analyzing and managing all phases of applied research and program evaluation.
• Skill in appropriately interpreting research and evaluation data and in communicating such information to service staff in such a way as to support their use of such information in the field.
• Ability to create reports and presentations for diverse audiences that clearly and accurately communicate information.
• Experience and intermediate to advanced knowledge of at least one of the following statistics packages: SPSS, STATA, SAS, and/or R.
• Experience and advanced knowledge of Power BI or Tableau.
• Experience in querying data stored in enterprise data warehouse using Structured Query Language (SQL) and/or Power BI data sources, generating reports from multiple data sources.
• Skill in instrument construction, data collection, and computer-based data management and analysis using software such as SQL, R, Power BI, and Excel.
• Experience writing SQL code to meet the data needs of stakeholders.
• Knowledge of data storage, data sharing policies, and data tools.
• Experience extracting data from large and diverse databases.
• Advanced knowledge of quantitative and qualitative research design, methods, and analysis.
• Advanced knowledge of how to utilize applied descriptive and inferential statistics.
• Expert in using Microsoft Office suite (Word, Excel, PowerPoint, and Access).
• Conducting statistical analyses.
• Ability to operate independently and as part of a team, with the ability to collaborate effectively with diverse staff across multiple projects to include data collection and report submission.
• Excellent customer service, with extreme attention to detail.
• Ability to communicate effectively, both orally and in writing, with the ability to interact
