The Department of Environmental Conservation is seeking a self-motivated and detail-oriented individual to fill one Limited-Service Environmental Technician III position in the Department of Environmental Conservation's Drinking Water and Groundwater Protection Division.

 

This position will be responsible for permit processing, tracking and compliance for American Rescue Plan Act (ARPA) funded projects. This will include activities such as receiving permit applications, receiving permit fee payments, water quality data compliance, compliance tracking, and documentation of ARPA funded permitting activities.

 

The right candidate will work on ARPA funded projects in both the Wastewater System and Potable Water Supply Program and the Indirect Discharge Permit Program. This position works amongst an experienced team and will work closely with engineering consultants, licensed designers, and the public to permit soil-based wastewater systems and potable water supplies. Work is accomplished primarily in a standard office setting but can require travel to various meetings or site visits, for which access to reliable transportation for in-state travel may occasionally be necessary. Considerations for teleworking are a possibility in consultation with the supervisor.

 

Ideal candidates will possess strong computer, Microsoft Office skills, excellent communication skills, and the ability to work well with the general public and coordinate with colleagues in other DEC and government programs. Familiarity with entering information into and retrieving information from custom databases is preferred, but not required.

 

Responsibilities Include:

  • Providing administrative support to the Indirect Discharge Rules permitting program and Wastewater System and Potable Water Supply Rules permitting program for ARPA funded projects throughout the state.
  • Processing permits and fees within specified time frame.
  • Processing ongoing permit compliance documents.
  • Maintaining: electronic filing system, indirect discharge, and regional office tracking systems.
  • Entering water quality data into databases.
  • Preparing documentation, responding to and sending email correspondence in relation to permits and permitting processes. Providing customer service to general public and regulated community.
  • Following all applicable health & safety procedures.
  • Providing documentation and support for enforcement actions.
  • Collaboration with other sections in the division, other DEC divisions, and other state and federal government entities.

 

Broad knowledge, diverse skills, and attention to detail will be critical to successful performance. The ability to take initiative and use independent judgment to prioritize various tasks is essential.

Environmental Factors

Duties are performed in both a standard office setting and in the field, for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Heavy lifting and climbing may be required. Some work outside of regular working hours may be required. Strong and conflicting opinions may be encountered.

Minimum Qualifications

Bachelor's degree.

OR

Associate's degree AND two (2) years or more of experience in administration of a technical program.

OR

High School diploma or equivalent AND four (4) years or more of experience in administration or a technical program.

OR

Two (2) years or more of experience as an Environmental Technician II.
