This position has a hybrid work schedule with three days/week working in the office in downtown Richmond, VA.

The General Accounting division in the Department of Accounts (DOA) is seeking a qualified individual for a new Assistant Director position.

DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.

Job Duties

Serves as Assistant Director in the General Accounting Unit to oversee the fiscal year-end close activities, special projects for the General Accounting Unit, and Commonwealth Accounting Policies and Procedures (CAPP) updates. Supervises a minimum of two Analyst positions in the General Accounting unit, which includes training and performance management of staff in those roles, and recruitment for vacancies that occur.
Ensures policies and procedures of the General Accounting Unit are regularly updated and reviewed to ensure timely, accurate, and consistent recording and reporting of statewide accounting data and to ensure compliance with the Appropriation Act, the Code of Virginia, and established policies and procedures. Manages the legislative review process during the General Assembly Session to ensure any impact on DOA is considered and processes are developed, or coding added if necessary. Provides unit support by leading the ARMICS process and work with each unit in General Accounting to obtain documents requested by the Auditor of Public Accounts (APA). Participates in General Accounting Operations projects as a subject matter expert. Responds to requests or inquiries from DOA management, other state officials, and external sources. Recommends accounting policies and procedures related to the responsibilities of the General Accounting Operations Unit.

Minimum Qualifications

Knowledge of financial operations, internal control procedures, and state and federal law and regulations. Working knowledge of Principles of Accounting, Generally Accepted Accounting Principles (GAAP) for government, and MS Office Suite (Word, Excel, and Access). Strong working knowledge of PeopleSoft/Oracle.
Strong organizational, process improvement, analytical, and oral and written communication skills.
Demonstrated ability to apply GAAP, financial operations, internal control procedures and state and federal law and regulations, analyze and resolve complex problems and to develop and implement complex accounting procedures and reports, work collaboratively with management, staff, and agency personnel; research and resolve financial issues; communicate effectively with internal and external staff; organize, prioritize and evaluate the work of others; understand, develop, and apply policies and procedures; collect, maintain, and secure sensitive supplier data; conduct business with integrity and respect; identify alternatives and propose changes that improve quality and efficiency; and supervise professional accounting staff engaged in a variety of statewide fiscal and accounting functions.

Additional Considerations

Considerable experience applying generally accepted accounting principles and financial management; developing policies and procedures; and using automated financial/accounting systems.
Experience relating to governmental accounting, Oracle PeopleSoft Financial applications, and with supervising professional-level staff preferred.
