MassAbility is seeking a dynamic and strategic leader who will be responsible for the day-to-day operations of the Career Services (Vocational Rehabilitation) program.  This exciting role will lead innovation while strengthening proven practices for the upskilling of individuals with disabilities for career ladder jobs with competitive wages.  As the Director of Career Services Operations, you will be a crucial part of the strategic plan of MassAbility, focusing on providing services that break down barriers and empower people with disabilities to live life on their own terms. 

The Director of operations oversees the development and implementation of the Career Services programmatic strategic plan; and directs program monitoring and evaluation to ensure consistency of practice across the state.  S/he provides executive level reporting and establishes goals and objectives for the three Districts and 20 local offices that provide direct support to job seekers. The incumbent is responsible for interpreting federal and state laws and regulations, as well as the agency’s’ policies and regulations as they apply to service delivery.  

The Director of Career Services Operations will work collaboratively with agency leaders to ensure Career Services Division’s alignment with agency strategic direction, fiscal and human resource deployment, and compliance with federal and state regulations. The incumbent will foster collaborative relationships with other state agencies such as Department of Mental Health (DMH), Department of Development Services (DDS), Department of Elementary and Secondary Education (DESE) and other providers.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Provide overall planning, implementation, coordination, and evaluation of Career Services/Vocational Rehabilitation programs and policies.
  • Plan, implement, and administer diverse programs to meet agency objectives in support of effective program administration and service delivery.
  • Ensure daily oversight and supervision of the District Directors and the Statewide Transition Director to establish consistency of practice, financial and programmatic efficiencies.
  • Establish quality and efficiency standards in all areas of responsibility and ensure that these standards are measured and reviewed on an ongoing basis.
  • Develop and implement processes that provide ongoing review of Individual Plans for Employment (IPEs) to ensure they appropriately reflect the needs of job seekers.
  • Develop policies/procedures and ensure consistency of practice across the Career Services/Vocational Rehabilitation Division.
  • Identify training needs and develop content for needed training in collaboration with the training department.
  • Partner with the Chief Financial Officer to ensure that the Career Services division is appropriately obligating and spending resources while monitoring all budgets and expenditures.
