Your Role
The Program Manager Principal, Program Development and Operations, Provider Performance Enablement supports the design, development, and implementation of solutions to support provider and health systems performance enablement. The Program Manager Principal reports to the Director, Program Development and Operations, Provider Performance Enablement. In this role, you will work with the Director and other Blue Shield of California (BSC) business leaders to identify issues and design, develop, and implement work within the Provider Performance teams (to improve provider performance across BSC). The Program Manager Principal will collaborate with stakeholders to define program objectives and develop detailed project plans, ensure adherence to timelines and resource allocation strategies. This role involves building strong relationships with stakeholders and facilitating effective communication among cross-functional teams.
The Program Manager identifies and mitigates risks, conducts data analysis to measure program effectiveness, and prepares comprehensive reports for key stakeholders. They contribute to process optimization and the development of best practices, while also conducting implementation science research studies to examine factors influencing the adoption and implementation of evidence-based interventions.
The Program Manager assesses organizational readiness, provides consultation and training to enhance implementation competence, and engages with diverse stakeholders to ensure the relevance and feasibility of implementation efforts. Monitoring and evaluation, dissemination of findings, and staying informed of current literature and advancements in implementation science are also crucial aspects of this role.
Your Work
In this role, you will:
- Operate at a strategic business level to ensure projects/programs are in line with Blue Shield of California strategic goals
- Consult with all levels including senior management, make recommendations, and influence decision-making
- Leverage cross-functional internal and external relationships to drive initiatives forward
- Plan and implement multiple and extremely complex projects/programs spanning across business areas
- Determine key business issues, develop effective action plans and implement to successful conclusion
- Conduct data analysis and evaluation to identify insights and recommendations for program improvement. Prepare comprehensive reports and presentations to communicate program status, outcomes, and recommendations to key stakeholders and leadership
- Engage and collaborate with stakeholders, including network management, health plan product, provider network, provider performance and relations to ensure the relevance and feasibility of implementation efforts
- Develop and manage project portfolio including integrated risks, resources, budgets and scheduling
Your Knowledge and Experience
- Requires a bachelor’s degree or equivalent experience. Master’s degree is preferred. PMP and/or CSM certification are also preferred
- Proven experience as a program manager with 10+ years of hands-on experience or education and experience, preferably in a pilot or implementation setting.
- Strong understanding of project management methodologies and tools.
- Excellent organizational and time management skills, with the ability to manage multiple projects simultaneously.
- Effective communication and interpersonal skills, with the ability to collaborate with cross-functional teams and build strong relationships with stakeholders.
- Analytical mindset, with the ability to interpret data and draw meaningful insights.
- Strong problem-solving and decision-making skills.
- Attention to detail and ability to work in a fast-paced, dynamic environment.
- Proficiency in project management software and tools including; MS Office applications Word, Excel, PowerPoint, Outlook and Teams. Proficiency in JIRA, Power BI and Tableau preferred.
- Demonstrated experience in data analysis is required.
- Strong theoretical and practical knowledge of implementation science frameworks, theories, and methodologies.
- Familiarity with behavior change theories and quality improvement principles is desirable.
