Summary
Under the direction of the Elmore Alloy Plant Manager and in accordance with Global Security guidelines, the Facilities Manager is responsible for physical security of the Elmore and Lorain facilities as well as the Elmore Services Department. This includes but is not limited to, external and internal surveillance, monitoring, visitor management and access control, site investigations, and ensuring compliance with government customer security standards. Provide leadership, direct, plan, and manage the contract and Materion Security personnel and Training and Services Supervisor operations. Facilitate the duties and tasks of the security officers and ensures all daily job requirements are fulfilled. Oversee Training and Services Supervisor to ensure duty requirements are fulfilled.
Essential Duties and Responsibilities
Develop, design, implement, and manage facility & security protection systems to include alarm systems, closed circuit television systems, access control systems, alpha numeric pager system, perimeter fencing, perimeter lighting, lock & key hardware and accountability, facility radio communications system, and general facility monitoring and surveillance.
The effective management of the contracted and Materion security staff and Services department personnel. This includes training, developing, and supervising the security personnel and Services supervisor to verify they are meeting the performance standards and are following the established standard operational procedures (SOP).
Assist and support in developing, implementing, maintaining, and training management on the Facility Emergency Response Plan and the Crisis Response Plan. During emergency situations is a designated Emergency Coordinator and/or Crisis Response Team Leader. Direct and guide personnel as appropriate for emergency situations.
Administer appropriate security programs that are compliant with the Department of Energy and/or Department of Defense Security Programs, including Homeland Security. The Facilities Manager is assigned the responsibility of administering the requirements of the government Safeguards & Security Program within the facility and is the main point of contact for all physical security related matters requested by or related to government contracts.
Manage the department’s operating costs, which includes budgeting, forecasting, generation of purchase orders, and release of payment. The Facilities Manager will also develop and submit RFI’s for all security and services projects requiring capital funding.
Conduct and /or participate in Security Investigations as needed and reports for senior management. Some subject investigations are company property theft, alcohol/drugs on plant site, access control violations, sabotage, vandalism, property damage, complaints, fraud, espionage, fires, bomb threats, facility alarm activations, vehicle accident, police inquiries and/or emergencies, security infractions, etc.
Ensure compliance with Company policies and procedures.
Qualifications
Education
High-school diploma or equivalent required,
Associate degree in Loss Prevention/ Security Administration or a related field of study
Security accreditation preferred (CPP, PSP, CFE, etc.)
Experience
7+ years’ experience in a security leadership role overseeing both contract and company personnel
3-5 years’ experience in a manufacturing environment
Experience working with government customers and community representatives required
Knowledge, Skills and Abilities
- Must be a U.S. Citizen and able to obtain Top Security Clearance.
- Must possess good communication skills, both verbal and written.
- Must act with integrity in the execution of duties.
- Must have immediate concern for the safety and security of co-workers / visitors to the facility.
- Must be able to quickly react and respond to high pressure situations.
- Ability to plan and manage departmental budgets to accomplish financial objectives.
- Working knowledge of computer programs such as Word, Excel, email, Power Point, Access, etc. is required.
- Ability to use and manage electronic security operation systems.
- Must be able to work a flexible schedule, including evenings and weekends.
- Must possess a valid driver’s license.
