Job Summary:
The Director of Human Resources guides and manages the overall provision of Human Resources services, policies, and programs for the entire organization. The Human Resources Director originated and leads Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. The Human Resources Director coordinates implementation of services, policies, and programs through Human Resources staff; reports to the Chief Operations Officer and serves on the executive management team and assists and advises organization managers about Human Resources issues.
Responsibilities:
- Plans, develops, organizes, implements, directs and evaluates the organization's human resource function and performance.
- Participates in the development of the organization's plans and programs as a strategic partner, but particularly from the perspective of the impact on people.
- Translates the strategic and tactical organizational plans into HR strategic and operational plans.
- Evaluates and advises on the impact of long-range planning of new programs/strategies and regulatory action as those items affect the attraction, motivation, development and retention of the people resources of the organization.
- Addresses employee and labor relations issues and conducts investigations.
- Develops staffing strategies and implementation plans and programs to identify talent within and outside the organization. Identifies appropriate and effective external sources for candidates for all levels within the organization.
- Develops and recommends progressive benefits programs to provide motivation, incentives and rewards for effective performance.
- Develops programs to allow the organization to embrace applicants and employees of all backgrounds and to permit the full development and performance of all employees.
- Establishes credibility throughout the organization to be an effective listener and problem solver of people issues.
- Develops appropriate policies and programs for effective management of the people resources of the organization.
- Enhances and/or develops, implements and enforces HR policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the organization. In particular, manages the HRIS system and provides necessary reports for critical analyses of the HR function and the people resources of the organization.
- Maintains knowledge of HR policies, programs, employment laws and issues.
- Manages other areas such as employee communication, employee safety and health, and community relations.
- Manages the budget and other financial measures of the HR department.
Minimum Requirements:
- Broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations, safety, and training and development.
- Above average oral and written communication skills.
- Excellent interpersonal and coaching skills.
- Demonstrated ability to lead and develop Human Resources staff members.
- Demonstrated ability to serve as a successful participant on the executive management team that provides organization leadership and direction.
- Demonstrated ability to interact effectively with the organization Executive Board and members.
- Excellent computer skills in Microsoft Windows environment. Must include Excel and skills in database management and record keeping.
