The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
Job Description
The Multiplatform Producer is PHLgovTV’s utility producer, redefined for a multiplatform channel. This role is the second producer on every shoot, the segment producer for PSAs and Philadelphia Minute interstitials, and the producer of all social-first content — episode clips, promos, and platform-specific cuts — in coordination with the Director of Digital Strategies. The Multiplatform Producer ensures that everything PHLgovTV makes for broadcast also works on the web, on social platforms, and on OTT.
Essential Functions
Serve as second producer on all studio and field shoots: pre-production logistics, location coordination, releases and permits, B-camera operation as needed, and on-set production support.
Produce the PSA pipeline: write, produce, and deliver 90-second PSAs including bilingual EN/ES versions coordinated with the contract Spanish-language associate, maintaining a minimum rotation of 12 PSAs.
Produce Philadelphia Minute interstitials in batches of 12 per quarter.
Cut and deliver social-first content: 60–90 second episode clips, show promos, stills, and platform-specific versions for Instagram, Facebook, YouTube Shorts, and LinkedIn, on the weekly social calendar set with the Director of Digital Strategies.
Manage YouTube publishing support: uploads, titles, descriptions, tags, playlists, and chapter markers for government hearings.
Support OTT content organization and metadata in TelVue Connect as Roku/Apple TV distribution launches.
Maintain the media asset library: ingest logging, tagging, and archive organization for all field and studio footage.
Provide surge support for live government hearing coverage as assigned.
Competencies, Knowledge, Skills and Abilities
Versatile producing skills across field, studio, and digital formats; comfortable switching between broadcast and social-native storytelling in the same day.
Strong short-form editing (Premiere Pro or DaVinci Resolve) and motion-graphics template literacy.
Fluency in platform-specific best practices (aspect ratios, captions/burn-ins, hooks, accessibility) for Instagram, Facebook, YouTube, and LinkedIn.
Solid camera and audio fundamentals for B-camera and run-and-gun work.
Highly organized with strong asset-management discipline.
Spanish-language proficiency a plus, supporting bilingual PSA production.
