Direct the management of Navy Federal Financial Group (NFFG) compliance programs, regulatory reporting, communications, inquiries, and audits to Financial Industry Regulatory Authority (FINRA), Securities and Exchange Commission (SEC), Municipal Securities Ruling Board (MSRB), all state Department of Financial Institutions (pertaining to securities and insurance regulations), Federal Reserve, Department of Labor (DOL) (pertaining to ERISA and other investment/ insurance laws regulations), and NCUA and Navy Federal standards. Serve as Bank Secrecy Act (BSA)/Anti Money Laundering (AML) under rules governed by the Financial Crimes Enforcement Network (FinCEN). Serve as Risk Officer to implement NFCU Enterprise Risk Management Program. Develop NFFG strategic compliance initiatives for Navy Federal Investment Services, a SEC Registered Investment Advisor and FINRA Registered Broker Dealer. Serve as Chief Compliance Officer for NFIS and NFFG. Ensure NFIS and NFFG staff adhere to regulations with State Insurance Divisions. Ensure compliance with municipal/options transactions. Serve as primary Legal representative for NFIS and NFFG.
- Direct the management of NFFG compliance programs, regulatory reporting, communications, inquiries, and audits for multiple external regulatory entities to include but not limited to FINRA, SEC, MSRB, Federal Reserve Bank and others
- Create, lead, and manage a comprehensive risk analysis and risk management plan for NFFG and NFIS. Additionally, serve as the main point of contact for legal and regulatory issues within NFFG
- Act as Risk Officer for NFFG and ensure risk management practices and standards are embedded across the operational, financial, credit, compliance, and strategic risk domains for NFFG
- Detect and remain alert of fraud trends, Red Flags and proactively implement preventive measures
- Develop, manage, and implement compliance programs, licensing/registration processes and documentation; ensure updated registration and regulatory changes are incorporated
- Establish/direct internal/ external controls for compliance/audit purposes with applicable statutory requirements and organizational policies
- Stay informed of business environment, financial services, and associated trends to ensure competitive business conditions and newest developments are incorporated
- Act as the main point of contact for NFFG legal for vendor contract review and for inquiries from both outside parties and internal staff, and provide oversight of resolution
- Act as a liaison with NFCU's Office of General Counsel, Compliance, and Enterprise Risk team, partnering, collaborating, and escalating issues as needed
- Act as liaison with NFFG's business units to facilitate, improve, and strengthen operations decisions-making through integration of legal analysis as part of the business development process
- Perform supervisory/managerial responsibilities
- Perform other duties as assigned
- FINRA Registration: Series 7 and 24.
- Juris Doctor from an accredited law school, fully accredited by the American Bar Association
- Bachelor's Degree in business administration or a related field, or the equivalent combinations of educations, training, or experience
- Significant experience in leading a broker/dealer compliance operation in a financial organization
- Significant experience in leading broker/dealer risk management in a financial organization
- Significant experience in legal document (POA, Trust, Will, Operating Agreements, etc.) and contract review
- Expert knowledge of federal, state, local and industry regulation affecting financial institutions to include broker/dealer and advisory firms
- Significant experience in managing and maintaining an effective, ongoing compliance program
- Significant experience in managing an Office of Supervisory Jurisdiction (OSJ) and operations department
- Experience in compliance analysis
- Significant experience in supervising and leading employees
- Expert knowledge of banking/financial industry standards and practices
- Advanced skill making sound organizational and operational decisions
- Advanced research, analytical, and problem-solving skills
- Advanced skill analyzing facts/identifying controls/developing procedures/recommending solutions
- Advanced skill presenting findings, conclusions, alternatives, and information clearly and concisely
