About the Human Resources Operations Manager:

MarketStar is seeking a Human Resources Operations Manager to join our People Success team based in Ogden, Utah. As a Human Resources Operations Manager, you will lead the development and execution of core HR processes that support the full employee lifecycle—from recruiting to offboarding and everything in between. You will be responsible for maintaining scalable systems and workflows, ensuring HR operations run efficiently and in alignment with company policies and employment laws. This role also manages HR technologies, drives process improvements, and leads a team to deliver high-quality service. As an HR Operations Manager, you will play a critical part in ensuring a strong HR infrastructure that supports a growing, dynamic workforce.

Location: Ogden, UT – Hybrid

What Will You Do?

· Lead and oversee the execution of core HR operations including onboarding, offboarding, employee data management, and HRIS administration.

· Develop and optimize scalable processes and workflows that support the full employee lifecycle, from recruitment to offboarding.

· Lead and develop a high-performing team of HR professionals, fostering a culture of accountability, collaboration, and continuous improvement.

· Ensure accuracy and compliance in all HR transactions, reporting, and documentation in alignment with employment laws, SOCII compliance, and internal policies.

· Manage HR systems and tools, partnering with vendors and internal IT teams to ensure functionality and data integrity.

· Analyze HR data to identify trends, surface insights, and inform process improvements or policy updates.

· Drive continuous improvement initiatives to streamline HR processes, reduce manual work, and enhance the employee experience.

· Collaborate cross-functionally with payroll, benefits, legal, and others to ensure alignment and operational efficiency.

· Support audits, compliance reporting, and recordkeeping related to employment, benefits, and compensation.

· Own and manage FLSA classification reviews and determinations, ensuring roles are properly categorized and compliant with national, state, and local wage regulations.

· Provide guidance and support to HR team members and stakeholders on operational best practices and process governance.

· Serve as a change champion during HR system implementations, organizational changes, and policy rollouts.

· Other duties as assigned.

What You Need to Succeed?

· 5+ years of progressive experience in Talent Acquisition or Human Resources; leadership or people management experience strongly preferred.

· Bachelor’s degree in HR, Business, or a related field or equivalent experience required; HR certification (PHR, SHRM-CP, or higher) preferred.

· Proven ability to build or scale HR operations functions, systems, and processes from the ground up.

· Strong people leadership skills with experience coaching, mentoring, and developing HR team members.

· Deep understanding of HR operations, including HRIS administration, data governance, compliance, and process improvement.

· Demonstrated success leading cross-functional projects and operational initiatives in fast-paced, evolving environments.

· Proven experience managing and optimizing HR systems
