Your Specific Responsibilities:
This position performs independent accounting work maintaining a wide variety of accounting and financial records. This position requires a thorough knowledge of basic accounting principles and advanced Microsoft Office skills and must be able to offer specialized, technical assistance to internal and external customers. Duties involve working with a variety of systems: Florida Accounting and Information Resource (FLAIR), Financial Information System (FIS), Florida Accountability Contract Tracking System (FACTS), My Florida Market Place (MFMP) and Microsoft Office, etc. Travel may be required. Duties include but are not limited to:
Timely review and process all invoices within 5 working days, utilizing MFMP Electronic Invoice (E-Invoice) function to pay invoices. Verify data on vendor invoices and compare to purchase requisition when applicable. Ensure proper documentation is included in invoice packet from requestor – purchase requisition, receiving report, certification statement, receipts, and invoice. Process contract payments in FLAIR using transaction code 70. Maintains a variety of complex ledgers reflecting payment activity related to contractual payments, blanket purchase requisitions, and utilities. Submit audited vouchers to DFS on a timely basis to ensure prompt payment. Work as a team to review each other entries for accuracy before voucher is printed and reviewed by the supervisor. Prepare the monthly State Energy Management Plan (SEMP) report.
Act as the Accountant for Purchasing Care (P-card) purchases in Works. Responsible for ensuring the GL values, or account codes, provided by the Accountholder are correct before approving the transaction for payment.
Review employee travel reimbursement requests in the Statewide Management Travel System (STMS) verifying all necessary documentation has been attached as required by Florida Department Of Health policy and Florida Statutes and that the request has been properly authorized.
Weekly reconciles the Excel encumbrance worksheets to the FLAIR encumbrance reports and makes corrections to the worksheets where necessary. Maintains records and books of accounts in accordance with established procedures.
Balance and reconcile vendor statements and expenditure accounts. This involves comparing vendor activity against computer generated financial reports, resolving outstanding balances, and preparing correcting entries, if necessary. Maintains records and books of accounts in accordance with established procedures. Prepares routine and special accounting statements or analyses of accounting data.
Advise departments on Florida Department of Health (FDOH) payment policies and purchasing procedures by regular communication with the departments. Assists in providing expenditure information during the annual budget process. Assists federal and state auditors as necessary.

Qualifications:
Minimum: High School, 1-3 years of work experience,
Preferred: An Associate's Degree, and prior experience using a purchasing order system, and a valid Driver's License.
