Job Duties

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth, strengthening both families and communities within the Commonwealth.

DJJ is currently seeking a Director of Program Implementation. In this role, the position will effectively lead and manage implementation of a continuum of programs and services to ensure fidelity monitoring, implementation support, quality assurance, administrative, fiscal and data support, including the service coordination model, the juvenile detention centers, alternative placement MOAs and VJCCCA plans. To effectively develop, implement and monitor gang and violence intervention programs for reduced recidivism and improved array of interventions. This role will effectively plan, implement and lead the implementation of the Standardized Program Evaluation Protocol (SPEP™).

Job duties include, but not limited to:

  • Ability to work collaboratively across divisions with various levels of staff.
  • Ability to lead professional and interagency task groups.
  • Ability to develop and present training and technical assistance materials.
  • Ability to work well under pressure and handle multiple competing priorities.
  • Ability to implement supervision strategies for staff.
  • Ability to communicate effectively orally and in writing.

Minimum Qualifications

  • Extensive knowledge of juvenile justice systems, programs, and services.
  • Extensive knowledge and experience working with evidence-based programs and evidence-based quality assurance processes and tools.
  • Extensive knowledge of gang intervention programs.
  • Working knowledge of risk assessment instruments, developing assessment driven case plans and service matching.
  • Demonstrated ability to analyze and interpret data, reach logical conclusions, make recommendations, and develop action plans for program improvement and resource deployment.
  • Demonstrated ability to develop, implement and evaluate programming and procedures.
  • Demonstrated ability to train and coach staff in program implementation, practical application, and fidelity.
  • Demonstrated ability to implement and facilitate program monitoring processes.
  • Demonstrated ability to apply budget development, data collections and evaluation techniques.
  • Proficiency in Microsoft and other computer software including spreadsheets, word processing, databases, and presentation packages.
  • Considerable and progressive responsible supervisory, administrative experience in a juvenile justice field.

Additional Considerations

  • Training and/or equivalent experience in public administration, criminal justice, or a related field.
  • Considerable professional experience in program development and implementation, program evaluation, and providing technical assistance, including project leadership.
