Position Overview
Under general direction, this position is accountable for adherence to complex implementation of federal compliance rules and regulations. The incumbent exercises initiative and judgement in planning and evaluating program compliance and implements policies as directed by the Bureau Chief of Transit Compliance. In addition, the incumbent assists the Bureau Chief of Transit Compliance with communicating multifaceted federal transit requirements across various bureaus and offices within the department.
Essential Functions
- Maintains awareness of all federal, state, and local transit rules and regulations and develops and implements policies and procedures that support the department’s transit initiatives.
- Annually reviews all transit grant agreement templates, in collaboration with the Office of Chief Counsel.
- Collaborates with internal staff within the Bureau of Transit Capital and the Bureau of Transit Operations to ensure policies and procedures are being implemented as approved and designed.
- Maintains and updates the Compliance Review and Annual Element Guide and the Section 5310-5311 State Management Plan for all rural federal and state operating assistance grant programs.
- Develops, modifies, and implements compliance program objects based on federal and state guidelines, policies, and mandates.
- Reviews and interprets changes to regulatory compliance requirements for federal and state operating assistance programs.
- Performs internal quality control reviews to ensure internal compliance with all federal rules and regulations.
- Serves as point person for the Office of Intermodal Project Implementation’s (OIPI’s) collaborations and as subject matter expert on all Federal Transit Administration (FTA) meetings and initiatives.
- Monitors and oversees the Transit 101 Training Program to ensure new staff within the department’s transit partners have current information.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

Minimum Qualifications
- Completion of a bachelor's degree majoring in business administration, public administration, accounting, or legal studies PLUS three years of experience with administering federal or state funding compliance, administering grants, teaching, or administering a training program, or a combination thereof, OR eleven years of related experience with administering federal or state funding compliance, administering grants, teaching or administering a training program, or a combination thereof.
