Position Overview:
This position is accountable for overseeing the filling of code and technical vacancies. The incumbent is responsible for scheduling position postings and ensuring that positions are filled by the appropriate means and in compliance with all departmental and Central Management Services (CMS) rules and regulations, the Comprehensive Employment Plan, as well as all bargaining unit agreements and applicable state and federal guidelines.
Essential Functions
- Oversees the filling of code and technical positions by overseeing staff that create requisitions and post positions.
- Prioritizes and schedules the posting of positions and ensures that the department's hiring goals are met.
- Ensures that positions are filled by the appropriate means and in compliance with all departmental and CMS rules and regulations, the Comprehensive Employment Plan, as well as all bargaining unit agreements and applicable state and federal guidelines.
- Reviews and gives final agency approval of position requisitions in the electronic employee human resources systems.
- Serves as the liaison to CMS regarding the filling of vacancies, ensures all steps are approved and completed in a timely manner, and resolves any issues.
- Ensures the proper record retention of position requisitions is completed.
- Completes special projects as assigned and provides reports to management as requested.
- Contributes to a team environment within the unit, serving as a back-up when needed.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor's degree majoring in business, human resources, public administration, or related field PLUS two years of experience working in human resources coordinating the filling of position vacancies, verifying information, analyzing reports and documents, or a combination thereof; OR eight years of experience working in human resources coordinating the filling of position vacancies, verifying information, analyzing reports and documents, or a combination thereof.
Preferred Qualifications
- Effective oral and written communication skills with the ability to train employees on work duties.
- Detail oriented with precision to accuracy.
- Proficiency with the Microsoft Office Suite, Adobe Acrobat, and SharePoint.
- Experience using mainframe systems or web-based programs.
- Experience extracting and interpreting data to create reports.
