General Description and Classification Standards

 

The Capital Project Division is responsible for managing the Department of Watershed Management’s (DWM) capital improvement program (CIP). The CIP includes the upgrading, rehabilitation and repair of DWM’s water, sewer and stormwater systems including: water supply scheme upgrades; water treatment plant upgrades, rehabilitation and repairs; water distribution replacement and repairs; sanitary sewer rehabilitation and capacity improvements; sanitary sewer pump station upgrades; upgrades and rehabilitation of the Water Reclamation Centers; green and grey infrastructure upgrades and improvements.  The CIP is crucial to support one of the main mission objectives of DWM, namely: ensuring treatment and delivery of high quality drinking water as well as collection and reclamation of wastewater to a high standard while implementing innovative solutions for resource recovery.
 
The CIP Program Director will provide program management support for the DWM’s CIP.  The position oversees, plans, organizes, directs and integrates the work of the approximately 35-person division, which is comprised of professional engineering and technical staff.  The position requires collaboration with City staff within OES, Consultant staff and staff from other DWM Offices. The CIP Program Director will be a leader at OES and within the Capital Project Division.  OES is examining and refining our processes and organizational structure for planning and delivery of the Capital Improvement Program (CIP), estimated at approximately $1.5  billion. .  OES continues to improve project delivery through the development of its project managers, professional and technical staff; the implementation of an effective project management information system; and, implementation of a web-based project delivery system.
 
OES encourages applications from candidates with knowledge, ability and experience working with a broad range of individuals and communities with diverse racial, ethnic and socio-economic backgrounds.  An ideal candidate will have experience with engineering design within a municipal water or wastewater agency, a track record of collaborative leadership across workgroups and agencies, and experience supervising and supporting a diverse staff of highly skilled professionals.

 

Areas of responsibility include planning and evaluation, policy and program development, personnel and fiscal management, and public relations. This is the highest level of strategic and/or operations management reporting to a top department executive.  Position manages a primary function of the department and recommends high level policy and procedure subject to department, mayoral, and/or Council approval.   This level would be expected to manage either a varied array of professionals and manager or a group of professionals in a City-wide administrative or operations function.  This is NOT a routine promotional level and the specific justification for classification at this level must be documented. 

 

Supervision Received

May work independently or as part of a team of managers that meet to discuss issues related to budgets, staff, policy, and operations. Direction received is very general and focuses on strategic objectives and is typically collaborative in nature.  This is a policy-making level of management and would be considered "upper middle" management.

Provides support to the CIP Program Managers and OES Deputy Commissioner including direct management responsibility for the day-to-day operations of the following functional areas; 

 

  • Manage the implementation of the CIP to facilitate delivery of all projects within agreed budgets, schedule and scope
