Director, Talent acquisition

The Director of Talent Acquisition manages the operational performance of recruitment and talent acquisition functions to ensure RAND attracts, recruits and retains top talent.

The Director, Talent Acquisition will be responsible for proactively managing the talent acquisition function for RAND. This role will be operationally accountable for refining systems and processes from staffing planning, candidates sourcing, interview training and process, managing 3rd party talent acquisition partnerships, to candidate selection.

In addition, the Director, Talent Acquisition will play a key role in the implementation and leveraging of best practice talent acquisition processes in Workday. This position will work cross-functionally with the HR Department as well collaborating with department leadership in the research and support areas of the organization.

Acts as a key business resource in developing and interpreting company policies, procedures and guidelines to ensure talent acquisition programs and policies are compliant, equitable and competitive.

DUTIES AND RESPONSIBILITIES:

May perform any or all of the following duties:

  • Ensures all recruitment and talent acquisition programs are administered fairly and consistently throughout the company.  Directs and participates in recruitment processes for senior level positions.
  • Consults with and advises management in regard to recruitment and talent acquisition, including new positions and process efficiencies.
  • Provides strategic and tactical management of the talent acquisition function including staffing planning through to onboarding; ensure alignment with business priorities across all divisions for scalable and sustainable growth.
  • In collaboration with HR colleagues and business leaders, drive measurable outcomes in line with the staffing plan, to meet current and future talent management strategy, including DEI initiatives.
  • Leverage and manage 3rd party partnerships with talent acquisition firms, search firms and temporary agencies, ensuring high performance teamwork.
  • Develop enhanced systems, resources and tools for hiring managers; and refine interviewing training programs.
  • Offer proactive expertise on current and upcoming talent trends that impact our talent strategy or business, including the on-going evaluation of integrating AI into the overall talent acquisition function.
  • Develop and track talent acquisition metrics that help assess, analyze, and understand our talent pipeline, build in assessment for areas of strength and areas of development for continuous improvement.
  • Evaluate employer brand strategy as it relates to talent acquisition including workplace awards, acknowledgements and social media presence in collaboration with Communications and External Affairs.
  • Management Duties:
    1) Determines staff level, interviews/hires new employees, ensures appropriate training, conducts performance reviews, counsels employees, and takes appropriate disciplinary action.
    2) Develops and administers objectives, operating policies and procedures, budget and strategic action plans for achieving goals.      
    3) Provides leadership and motivation by establishing clear expectations, communicating specific performance feedback, and giving timely and thorough performance reviews.
  • Other responsibilities as requested.

Education Requirements

  • Required/Masters Preferred
  • BA/BS Required
  • HR Certs a plus
  • ATS experience required

Experience

  • 10 Years of relevant experience
  • 5 years management years 

Location

  • Washington, DC, Pittsburgh, PA, or Santa Monica, CA
  • This Director level position is 50% onsite with Wednesdays as a set anchor day

Salary Range: $147,000- $224,000

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity. Successful candidates will be offered employment in a specific title, as determined by the candidate's education and experience. The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
