Job Duties
**This is a non-exempt, hourly position without benefits, eligible to work up to 1,500 hours annually (May 1 – April 30).**
Provides technical assistance in support of the Employee Relations (ER) functions, including progressive discipline, performance management, grievance procedure process, mediation, ADA accommodations, workplace investigations and discrimination complaints.
Serves as an agency’s subject matter expert on related ER issues; consults with agency managers, supervisors and employees and external parties to impart information and effectively resolve issues; provides technical assistance and guidance; and renders advice on complex, sensitive or unprecedented human resource policies and procedural issues. Conducts investigations related to complaints from or about agency employees and customers.
Responds to inquiries received from the Equal Employment Opportunity Commission (EEOC), Department of Human Resources Management (DHRM), Department of Labor (DOL), Civil Rights Center (CRC) or other outside entities; complaints from employees or customers that have participated in VEC programs, activities or services; and complaints related to Civility in the workplace and Workplace Violence.
Performs duties related to the disciplinary process, grievance procedure, performance management, and mediation programs. Reviews and approves requests for reasonable accommodations; tracks and maintains documentation; and works with appropriate parities to ensure reasonable accommodations are provided.
Provides expert consultation and direction related to complex, statewide human resource program(s) and functional area (s). Interacts extensively with agency staff, professionals at other agencies (state, federal and local), attorneys, customers and other parties to provide consultation, recommendations and problem resolution services.
Prepares and delivers training; develops and implements policies and procedures; and prepares written communications that reflect thoughtful analysis, factual information and professional judgement.
Conducts needs assessments; identifies trends and issues; makes recommendations to resolve issues and improve performance; coordinates the work of others; and evaluates effectiveness.
Works collaboratively with other HRMS staff to manage assigned program areas and achieve established goals and objectives.
Minimum Qualifications
Considerable knowledge of human resources management principles and practices; employee relations programs, policies and procedures, responsibilities and deadlines (particularly related to disciplinary actions and due process, mediation, grievance procedure and workforce investigations); and related federal and state laws are requirements (e.g., American’s with Disabilities Act as amended; Age Discrimination in Employment Act; Title VI and Title VII of the Civil Rights Act of 1964 and amendments).
Strong facilitation, conflict avoidance, negotiation, analytical, leadership, oral and written communication, and computer (e.g., software applications, such as MS Office Suite) skills.
Experience and ability to administer related ER programs; apply comprehensive knowledge of major human resource functional areas to address issues.
Experience and ability to provide technical assistance and respond to inquiries; conduct investigations, document findings and recommend solutions; interpret and apply agency, state and federal laws, policies and procedures; ensure the agency is compliant and actions are legally defensible.
Experience and ability to develop strategies to improve customer service, program efficiency and effectiveness; develop and implement policies and procedures; manage program areas, lead teams and coordinate work of others; collect and analyze data; make recommendations and prepare responses that are logical and legally supportable.
Experience and ability to counsel and advise managers and employees in the resolution of ER related issues; establish and maintain effective relationships with others that builds trust and respect; assist management with pursuing strategies that meet business needs; conduct needs assessments, document findings
