Federal Programs Financial Specialist

 

Position Summary:

Assists with the OKCPS federal programs through the maintenance and compilation of budget and financial

program information. Provides administrative support and financial services to schools and central office

administrators.

 

Essential Duties:

Great Teaching & Learning (Instructional Infrastructure):

Focus: Supporting instructional programs through effective financial stewardship and resource allocation..

  • Assist schools in managing Title I allocations to support instructional priorities and reduce excess carryover.
  • Support the financial implementation of Title I and School Improvement programs that enhance student learning opportunities.
  • Assist in the development and preparation of financial accountability and evaluation processes to monitor the effectiveness of Title I programs and initiatives.
  • Collaborate with school and district leaders to ensure resources are aligned to school improvement goals and instructional needs.

Great People (Talent Management):

Focus: Building financial knowledge and supporting staff capacity.

  • Provide monthly training for principals, secretaries, and other staff regarding Title I budgets, purchase orders, financial procedures, and compliance requirements.
  • Provide technical assistance and support to school and district personnel related to federal program financial processes.
  • Interact collaboratively with district and state department personnel regarding transactions impacting Title I services.
  • Promote departmental effectiveness through teamwork, collaboration, and shared responsibilities during peak workload periods.

  • Foster positive working relationships with school leaders, district staff, and state department personnel.
  • Support a culture of fiscal responsibility and accountability in the management of federal resources.
  • Communicate financial information clearly and consistently to support informed decision-making.
  • Promote collaborative problem-solving and proactive support for schools regarding federal program expenditures and compliance.

Great Systems (Support & Accountability):

Focus: Ensuring financial compliance, monitoring, and operational effectiveness.

  • Establish and maintain fund accounts for all Title I resources, ensuring accurate records of expenditures and balances for each grant year.
  • Manage and direct the day-to-day budget and financial activities of OKCPS Title I and School Improvement programs.
  • Provide monthly financial reports to the Executive Director of Federal Programs outlining transactions, encumbrances, expenditures, and remaining balances.
  • Review claims, expenditures, and staffing allocations monthly.
  • Advise the Executive Director of Federal Programs regarding policy and procedural changes while ensuring adherence to federal, state, and district financial regulations and statutes.
  • Prepare and assist with purchase orders and payment vouchers for Title I expenditures.
  • Monitor Time and Effort Reporting requirements for employees funded through Title I.
  • Maintain compliance with all applicable federal, state, and district financial procedures and reporting requirements.
  • Perform other duties as assigned in support of departmental operations and compliance expectations.

 

Minimum Qualifications (Knowledge, Skills and/or Abilities):

  • Bachelor's degree in Business Administration, Finance, Accounting, or a related field from an accredited college or university required.
  • Three (3) years of related experience in budgeting, accounting, finance, grant management, or financial operations.
  • Demonstrated ability to analyze financial and programmatic data to make recommendations, prepare detailed reports, and support sound decision-making.
  • Excellent organizational, analytical, and problem-solving skills.
  • Excellent verbal and written communication skills.<
