Position Overview and Responsibilities:
This is an advanced environmental technical and professional position in the Watershed Services Program (WSP) of the Division of Environmental Assessment and Restoration (DEAR). The position is responsible for providing technical and scientific expertise to aid in the development, management, and evaluation of GIS data from the State’s water resources, and to support the GIS data analysis and management needs of DEAR. This includes providing support for development and maintenance of the Florida Hydrography Dataset (FHD) and for dashboards and survey forms for use by DEAR and the department. The position requires knowledge of advanced GIS data analysis and management concepts and software to facilitate developing, managing and evaluating data.
Required Knowledge, Skills, and Abilities:

- Knowledge of Geographic data collection and analysis principles and procedures.
- Ability to collect, evaluate, analyze and interpret scientific and geospatial data.
- Knowledge of and ability to proficiently use Esri’s ArcGIS software, including ArcGIS Pro and ArcGIS Online Applications.
- Knowledge of the NHD or FHD geodatabase structure.
- Ability to edit the FHD.
- Ability to use ArcGIS Survey123.
- Ability to conduct dashboard development and maintenance.
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs.
- Ability to deal with the public in a tactful and courteous manner.
- Ability to work independently.
- Ability to plan, organize and coordinate intra-agency and inter-agency GIS projects.
- Ability to communicate effectively verbally and in writing.
- Ability to establish and maintain effective working relationships with others.
- Knowledge of and ability to proficiently use Microsoft Excel and Word.
- Ability to identify, define, and provide solutions for customer GIS support needs
- Ability to organize and document project methodologies, including technical data processing reports.
- Ability to plan, organize, coordinate, and conduct short-range and long-range GIS projects.
Minimum Qualifications:
At least seven years of verifiable, related experience in one or more of the following fields: engineering, engineering sciences, chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy or computer science. A post-secondary degree in any of these fields from an accredited college or university may substitute for experience on a year-for-year basis. Applicants with foreign degrees must submit a credential evaluation report from an approved agency.
Other job requirements:
Valid Driver’s License, Occasional overnight travel.
Preferred Qualifications:
- Experience editing the Florida Hydrography Dataset (FHD) or the National Hydrography Dataset (NHD).
- Experience using ArcGIS Survey123.
- Experience with dashboard development and maintenance.
- Experience using Microsoft Power Automate.
- Experience using ArcGIS Experience Builder.
- Experience using ArcHydro tools and workflows.
Pay:
$4,582.86/month up to $4,812.00/month, commensurate with experience.
