Location:100% Remote: This role can work remotely from anywhere in the United States. You must be legally authorized to work in the US.  Bixal does not provide visa sponsorship. 
What Will You Do?The IDIQ Program Manager will be responsible for managing a multi-year USAID IDIQ vehicle on global health supply chain systems. This position works closely with a multi-disciplinary team to manage, plan, and execute task order activities to ensure quality and success across the project life cycle. This position ensures excellence and quality assurance across the IDIQ and the organizational practice areas. This role requires strategic thinking, business development, project management skills, and a basic understanding of supply chain systems in global health.
Responsibilities:

Business Development:

  • Oversee a competitive task order development process, developing a response system to ensure proposals align with the company’s capabilities and strategic goals.
  • Develop a task order response system that is efficient in working across internal practice areas and with consortium partners.
  • Provide strategic inputs and support technical, management, and/or costing/pricing solutions for compliant, high-quality responses to task orders.
  • Work collaboratively and transparently across technical practice areas, internal business units, and external consortium partners, adapting to priorities and needs that arise during business development.
  • As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal's business in each of the areas that it works.

Program Management:

  • Serve as the primary point of contact and program manager on a multi-year IDIQ, ensuring high-quality execution in compliance with scope and budget at the task-order level.
  • Facilitate IDIQ and task order start-up, coordinating between project and home teams to promote operational efficiency through adherence to organizational policies, systems, and best practices, with regular reviews to improve workflow
  • Work with technical teams to submit high-quality deliverables that respond to client needs.
  • Support contract administration, procurements, and logistics, including the draft, execution, and management of consultant, subcontractor, and other vendor contracts.
  • Ensure all activities and operations maintain compliance with contractual and governmental regulations, (e.g., FAR/AIDAR, IT security and accessibility rules, local laws, etc.)
  • Actively engage in problem-solving, risk identification, and risk mitigation during project implementation.
  • Support recruiting and onboarding activities to ensure project resourcing needs are met.
  • Facilitate communication and collaboration between clients, staff, consultants, and subcontractors.
  • Monitor and manage project budgets, timekeeping, and client financial and technical reporting in collaboration with the Finance unit and project teams.
  • Promote team awareness of Bixal policies and project management procedures, ensuring compliance with Quality Management Systems.
  • Establish and maintain governance of SharePoint systems for internal teams and external partners.
  • Perform other responsibilities as assigned.

Qualifications:

  • Master’s degree in International Relations, Public Health, Economics, Business Administration, or related subject
  • At least 8 years of relevant professional work experience as a program or project manager on large-scale USAID contracts (preferably IDIQs and/or BPAs)
  • Demonstrated project management skills, including budget management, contractual and procurement compliance, and client relations
  • Superior management and organizational skills, with strong attention to detail and ability to follow through on multiple tasks
  • Proven track record of proactive risk management and mitigation
  • Strong cross-cultural competence and ability to work flexible hours to accommodate clients or consultants in other time zones
  • Deep knowledge of USAID government/donor contracting practices and regulations
  • Excellent verbal communication and writing skills
  • Willingness to learn
