Foreign Affairs Officer / Special Assistant

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience leading bureau-wide process improvement initiatives, diagnosing root causes of recurring issues (e.g., communication breakdowns, paper quality control) to reduced recurrence and improve operational efficiency. Experience analyzing and developing foreign policy related to emerging and evolving threat domains (e.g. cyberspace, outer space, critical infrastructure, AI) to formulate policy positions and recommendations. Experience managing special assignments and projects involving national security and foreign policy issues with evolving scope and objectives.
