Under supervision of the Director of Human Resources, is responsible for managing and implementing administrative functions of the Human Resources (HR) department including compensation and benefits programs, employee transactions, onboarding/orientation, retention, and wellness. The incumbent will collaborate and take ownership of the operational delivery of HR Administrative services, ensuring that quality service is provided to all employees and stakeholders in line with the organization’s policies, procedures, and legal requirements.
RESPONSIBILITIES
• Manage day-to-day HR administrative plans, procedures, policies, and manuals including employee transactions, benefit administration, and leave management.
• Serve as the subject matter expert on benefit plans for the organization guiding and educating staff as needed.
• Serve as the leader for open enrollment, communication and benefit vendor management including health and welfare plans; ensure all system verification and changes are accurate and completed timely.
• Conduct periodic reviews of benefit vendor contracts and make recommended changes toto senior HR leadership.
• Oversee workers compensation claim management and manages claims and return to work arrangements.
• Serve as primary backup to Payroll.
• Partner with key stakeholders in reviewing and revising orientation/onboarding process to ensure employee engagement is at top of mind.
• Administer and execute routine tasks as needed in delicate circumstances such as reasonable accommodations, investigating allegations of wrongdoing, and terminations.
• Ensure the human resources database consistently and accurately reflects the current staff details and conditions, inputting new hire and promotion information as needed.
• Facilitate administration of job analysis’ and updating of job descriptions.
• Analyze trends in compensation and benefits; research and propose competitive base pay and benefit programs to ensure the organization attracts and retains top talent.
• Support employee disciplinary meetings, terminations, and investigations as necessary.
• Manage random drug testing and reasonable suspicion testing.
• Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources and employment law.
• Provide support and development to staff through performance management, coaching, training, motivation, and discipline.
• Partner with HR team to understand and execute the human resources strategy.
• Perform other related tasks as assigned or required.

EDUCATION / EXPERIENCE REQUIREMENTS
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
• Bachelor’s Degree from an accredited four-year college or university in Human Resources Management or a related field.
• Five (5) years of related experience in Human Resources.
• Certification as a Professional in Human Resources (PHR or SHRM-CP) preferred.
GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.
SUPERVISION EXERCISED / RECEIVED
Directly supervises Human Resources professionals / Receives supervision directly from the Director of Human Resources.
