North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer’s mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions.

Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

The Operations and Business Directorate has an opening for a Business Analyst to work in a dynamic and fast-paced environment. The successful candidate will be providing guidance on the preparation, analysis, maintenance and review of complex institutional accounting information. The successful candidate will provide coaching to other accounting personnel in areas of expertise. This position is in the General Accounting & Compliance Division of the Office of the Chief Financial Officer (OCFO) Organization.

Essential Duties
- Serve as subject matter expert by coordinating and responding to highly complex issues and training peers in the Financial Reporting Team on accounting theory, policies and procedures.
- Independently respond to time urgent requests with minimal guidance and meeting critical deadlines.
- Train accountants in the Financial Reporting Team to ensure services are appropriately aligned to meet customer needs and comply with the provisions of Contract 44, Generally - Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS), applicable regulations, policies and procedures and achievement of Contract performance objectives.
- Perform other duties as assigned.

Essential Skills, Knowledge and Abilities
- Bachelor’s degree in Business Administration, Accounting, Finance, or related field, or the equivalent combination of related work experience.
- Extensive experience with accounting theory, policies and procedures, financial systems analysis, and financial systems and controls.
- Expert level experience with Oracle Financial applications or other Enterprise Resource Planning (ERP) financial applications including functional experience with system implementation.
- Extensive experience applying expert analytical skills to independently research, interpret, analyze, compile and present highly complex financial data and information.
- Expert communication skills, both written and verbal to effectively prepare and deliver financial documentation and reports as well as advanced organizational skills to independently establish priorities and to execute complex business and financial assignments meeting critical time-urgent deadlines. Experience working in a fast-paced team environment,
- Advanced decision making, problem-solving and analytical skills to solve highly complex issues requiring mature judgment, discretion and tact and an ability to negotiate desirable outcomes and affect policy changes.
- Expertise using interpersonal skills to effectively explain, negotiate, persuade and build consensus among diverse stakeholders and the ability to establish effective working relationships with all levels of personnel, both internal and external to the Laboratory.
- Advanced use of computers and a thorough working knowledge of associated software applications (e.g., Microsoft Word, Excel, PowerPoint and Visio).
- Knowledge of LLNL, Department of Energy (DOE), National Nuclear Security Administration (NNSA), and Lawrence Livermore National Security (LLNS) financial policies and procedures.
- Experience with Oracle e-business suite.
- Knowledge and understanding of government contracts, federal budget process and financial systems analysis concepts, and Contract 44 requirements.
