Job Summary:

Under the direction of the Human Resources Manager, the HR Analyst Sr. is responsible for professional personnel work of considerable difficulty for the Agency in multiple disciplines of Human Resources. This position provides technical advice to supervisors and hiring managers related to the hiring process, recruitment, classification and compensation, promotions, and status changes. The HR Analyst Sr. provides guidance and works with supervisors and managers to update PDs and prepare required paperwork to process actions; reviews and analyzes positions descriptions to make recommendations to appropriate classification and grade; provides technical expertise to managers and supervisors on defined aspects of Agency classification and compensation systems, issues, programs, strategies and services; researches and responds to complex inquiries from department employees and management regarding personnel, processing issues, and leaves of absence; conducts Employee Relations investigations and prepares related reports and documents; and works with Agency managers and supervisors on informal disciplinary actions. They will work directly with Agency management/supervisors/employees to resolve HR related general problems and questions. The HR Analyst Sr. also reviews HR processes and work flows and recommends process improvement steps to the HR Manager and assists with special projects as assigned.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Works with Agency supervisors and managers to update PDs and prepare required paperwork for submission to Central HR.
  • Reviews and analyzes positions to recommend appropriate classification and grade.
  • Provides technical expertise to managers and supervisors on aspects of Agency classification and compensation systems, issues, programs, strategies and services.
  • Works directly with management/supervisors/employees to resolve Human Resource related general problems and questions.
  • Conducts Employee Relations investigations and prepares investigation reports, recommendations and responses.
  • At an agency level, develops and implements recruitment strategies, identifies qualified candidates and assists in coordinating the interview process.
  • Compose job announcements. advertise vacancies, review resumes, assist hiring manager with interview and selection process.
  • Interprets and applies State Personnel System Personnel Rules, and policies and procedures.
  • Handles the Onboarding and I-9 verification process; prepares personnel action forms; enters new hires, promotions, demotions, salary changes, etc., into AZ360.
  • Generates on-demand and custom reports; manages access to and support for learning management programs; monitor performance management reports and compliance; conducts new hire orientation; conducts personnel file reviews; and responds to a wide variety of personnel inquires.
  • Maintain human resources information system records in electronic and manual formats for the agency/employees.
  • Maintains knowledge of trends, best practice
