BASIC PURPOSE:

Manages all projects in assigned programs from conceptual planning through construction contract award and supports construction implementation. Oversees engineering discipline specialists in the development of in-house designs, review of capital projects, and review of permits, as well as support of construction efforts. Responsible for the development, implementation, administration, and updating of a Quality Management Plan for the Engineering and Construction Department (E&C) to ensure the quality of design and construction contract documents.

SUPERVISION RECEIVED:

Works under the general supervision of the Assistant Director, Engineering.

SUPERVISION EXERCISED:

Exercises close supervision of professional engineering staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develops, updates, and implements standard specifications for E&C department.
  • Oversees and monitors quality management during design phases. Ensures that Quality Assurance/Quality Control practices and procedures are followed by the project team through project audits and surveillance Work with project managers to:
    • Ensure that specification reviews are completed and comments are appropriately incorporated into the bid documents.
    • Ensure project constraints are reviewed by Operations, Construction and Engineering and properly incorporated into bid documents.
    • Ensure appropriate in-house reviews are completed by subject matter experts such as civil, structural, mechanical, geotechnical, and electrical engineers, as well as senior reviewers.
    • Ensure that design checklists are completed for each project prior to finalization of the bid documents.
  • Collaborate with the Manager, Training & Development in the development and implementation of engineering staff training programs on quality assurance policies & procedures.
  • Works with design consultants on each project to ensure that a Quality Assurance (QA) plan is performed, per contract. Perform audits of consultant QA plan to check that program plan is being followed including required QA plan that reviews calculations, drawings, and specifications.
  • Provides periodic reports on E&C's Quality Management activities.
  • Manages assigned programs including conformance to standards and procedures, staffing assignments, project scheduling and prioritization, and work product quality in accordance with the Quality Management Plan.
  • Oversees the work of professional engineering consultants under contract to the MWRA including quality of outputs, budget and schedule compliance and conformance to contract terms.
  • Manages engineering discipline specialists in the development of in-house designs, 8(m) permit reviews, the review of capital design projects, and the administering of ESDC services.
  • Manages staff development and independently prepares project specifications, contract documents, requests for proposals and necessary documents to secure contracts, grants and permits from various federal and state agencies.
  • Supervises professional engineering work of substantial difficulty and importance requiring the application of professional engineering principles and the exercise of independent engineering judgement.
  • Oversees staff coordination of projects with communities, government agencies and other MWRA departments.
  • Coordinates and manages the preparation of annual and supplementary budget requests for the program.
  • Participates in consultant selection procedures and contract negotiations.
  • Addresses community and professional organizations on agency programs and policies, prepares reports and correspondence and maintains liaison with representatives of other agencies.

SECONDARY DUTIES:

  • Performs related duties as required.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Knowledge of engineering principles and practices as normally attained through a Bachelor's degree in civil engineering or related field; and
  • Understanding of issues related to engineering design and quality management as acquired through eight (8) to ten (10) years of experience
