OnsiteCollins is seeking a manager of Government property that will lead a team of property professionals and oversee property activities related to compliance of Government and/or Customer Property as required by Federal Acquisition Regulation (FAR) and Contract terms and conditions.
The position is responsible for interfacing with Collins Property, Programs, Customers, Operations, and Contracts personnel. This position must act as a strong liaison with internal and external customers to resolve government property issues.
This position will be full time on site supporting the Largo, FL location and reports to the Sr. Customer Property Manager.
Responsibilities include, but are not limited to:
Assure compliance to contract requirements, regulations, and RTX/Collins/Site policies and procedures for managing customer property.
Support property control activities to ensure continual accountability of government, associated contractor, or company property is in accordance with applicable government regulations and/or corporate policy.
Direct interface with Government agencies on Government Property Audits, property related activities and other inquires for all cognizant prime and subcontracts.
Support internal and third-party assessments/audits and drive corrective actions identified resulting from those activities.
Write a moderate amount of correspondence to internal and external customers, vendors, and DCMA personnel.
Prepare draft procedure changes to implement FAR/DFARS requirements or locally directed management changes.
Prepare status reports to management on departmental activities. Coordinate moves with Quality and DCMA as required.
Researching regulations and best practices.
Generate and provide accurate and timely property status reports and metrics for management and internal and external customers.
Responsible for resolving complex systems problems. Analyze current practices for deficiencies and determines potential corrective action.
Develop strategies, testing and analysis methods for more complex problems with limited guidance from management.
Develops practical and economic solutions to property problems with high complexity in compliance with given requirements.
Responsible for preparing presentations for internal/external peers, and customers.
Working with program and other functional personnel, as well as other duties as assigned, without appreciable direction.
Comply with the EH&S Policy and applicable regulatory and company EH&S rules and requirements, and support EH&S efforts to improve practices.
Comply with applicable Global Trade Compliance (GTC) policies and procedures.

Qualifications/Experience Needed:
Must have a minimum 8+ years of progressively responsible experience working with the acquisition, receipt, utilization, tracking, transfer or disposal of government, commercial, or company owned property and materials.
Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience.
Manage and lead direct and indirect employees on site.
Engage confidently with site level leadership, site functional organizations and property points of contacts.
Sound leadership, problem solving and critical thinking skills, ability to exercise independent judgment and manage complex tasks and projects.
Knowledge of Federal Acquisition Regulation (FAR) and basic understanding of the DOD and other federal agencies doing business with a military contractor.
Ability to develop innovative solutions for a variety of problems of moderate scope using existing policies and procedures as guidelines.
Ability to prioritize tasks to complete assignments with minimal direction and without daily onsite supervision.
Support property awareness and training of site personnel.
Support site level policy reviews and work instructions as applicable.
Work closely with other Property Site Managers to ensure consistency and compliance across the business.
Work closely with Property Center of Improvements team to drive efficiency and process improvement.
