NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
DOF’s Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF’s computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff’s public safety work.
The Business Analyst will serve as a key member of a multidisciplinary project team, leading business analysis efforts across complex technology initiatives. The ideal candidate will engage with stakeholders to elicit, document, and validate business and technical requirements, analyze current-state processes, and recommend data-driven solutions. Additionally, by facilitating meetings, developing clear documentation, and collaborating with both business and technical teams, the selected candidate will ensure that client objectives are translated into actionable project deliverables and successful outcomes.
Reporting directly to the Director of Business Analyst & Intake, duties and responsibilities will include but are not limited to the following:
- Lead elicitation and analysis of business requirements, ensuring a comprehensive understanding of stakeholder needs and objectives.
- Identify and document functional and non-functional requirements, translating them into clear and actionable requirements specifications.
- Evaluate information gathered from multiple sources and decompose high-level information into detail.
- Develop and maintain detailed specifications, business rules, swim lane diagrams, user stories, wireframes, and mock-ups that effectively communicate the product vision and requirements to development teams.
- Facilitate workshops and meetings to gather input from different stakeholders and subject matter experts, ensuring comprehensive requirement documentation.
- Develop and maintain product roadmaps, prioritizing features and enhancements based on business value and customer impact.
- Act as a liaison between business stakeholders, development teams, and other relevant stakeholders, facilitating effective communication and alignment.
- Collaborate with the customer engagement team to understand user pain points, gather feedback, and incorporate enhancements into ongoing development efforts.
- Collaborate with QA teams to define acceptance criteria, test cases and scenarios, ensuring the quality and reliability of the delivered products.
- Monitor project progress and provide regular updates to stakeholders, addressing any changes in scope or requirements promptly.
- Continuously analyze feedback from stakeholders to refine product features and drive system improvements.
- Contribute to roll-out strategies and client training needs for new and existing systems.
- Conduct User Acceptance Testing (UAT) sessions, if necessary.
- Create end user documentation (user guides, quick reference guides, quick navigation videos), if necessary.
- Stay updated with industry trends, emerging technologies, and best practices, incorporating relevant insights into product development strategies.
- Provide guidance to junior analysts, mentoring them in effective requirement gathering, analysis, and documentation practices.
- Prioritize multiple tasks effectively, and ensure issues are identified, tracked, reported, and resolved in a timely manner.
