DESCRIPTION:

Dauphin County Prison is seeking a dedicated and experienced Opioid Use Disorder (OUD) Programs Manager to oversee and coordinate treatment and recovery services for incarcerated individuals affected by substance use disorders. This position plays a critical role in ensuring that evidence-based treatment, recovery, and reentry support services are delivered effectively and compassionately within the correctional environment. The OUD Program Manager will ensure that all grant objectives are met in a timely and effective manner, including identifying target populations and verifying that eligible individuals are receiving appropriate care and support through data collection, management, and reporting. This employee is responsible for but not limited to performing the following essential functions:

Manage and oversee all aspects of the prison’s opioid use disorder treatment and recovery programs.

 

Coordinate with internal staff, contracted treatment providers, and community partners to ensure continuity of care and effective reentry planning.

 

Monitor compliance with state, federal, and grant program requirements.

 

Track and evaluate program outcomes, maintaining accurate records and reports.

 

Assists in the development and implementation of policies, procedures, and training related to substance use programming.

Ensure accurate administration and compliance of grants and related documentation in the system of record.

Identify barriers to service delivery and determine appropriate resolutions.

Support reentry and treatment teams with data collection and management across grant management systems, project management systems, and Microsoft programs.

Complete quarterly reporting as required by the program funder.

Promote effective communication among providers, staff, courts, and agencies involved in MAT.

Ensure all duties and responsibilities are performed in compliance with standard operating procedures and all applicable Federal, State, and Local regulations.

Serve as a liaison between prison administration, healthcare staff, and external agencies.

MINIMUM EDUCATION, EXPERIENCE, AND TRAINING REQUIREMENTS:

Bachelor’s degree in Social Work, Psychology, Public Health, Criminal Justice, or a related field.

At least 3 years of experience in substance use disorder treatment, correctional programming, or behavioral health services.

Strong organizational, communication, and leadership skills.

Familiarity with Medication-Assisted Treatment (MAT) and evidence-based OUD interventions.

PREFERRED QUALIFICATIONS:

Experience managing grant-funded programs.

Knowledge of Federal, State, and/or County Corrections standards and local treatment resources.

OTHER REQUIREMENTS:

 

Favorable criminal background check and child abuse clearances are required.

Attends meetings, seminars and training as required.

Performs other job-related duties as required.

ADDITIONAL INFORMATION:

This is a grant-funded, full-time position. Continuation of employment is contingent upon continued grant funding.
