About the role
Under the general direction of the Employer Services Manager, the Unemployment Specialist is responsible for effectively managing and administering unemployment claims through ADP Case builder portal. This role plays a critical part in minimizing the financial impact of unemployment claims on the organization by ensuring proper documentation and timely responses.
RESPONSIBILITIES
- Claims Management: Handle the end-to-end process of managing unemployment claims including reviewing claims, gathering necessary information, and ensuring accurate documentation.
- Claim Response: Prepare and submit timely and accurate responses to unemployment claims, providing relevant details about the employee’s separation from the company, employment history, and any other required
- Fact Finding Interviews: Participate in fact-finding interviews conducted by the unemployment agency, providing accurate and comprehensive information related to the claim.
- Documentation: Maintain organized and up-to-date records of unemployment claims, ensuring proper documentation of claim details, responses, and any related correspondence.
- Appeal Process: Assist in preparing and submitting appeals when necessary, presenting a strong case on behalf of the employer during unemployment claim hearings or appeal proceedings.
- Compliance: Stay up to date with unemployment insurance laws, regulations, and guidelines to ensure compliance and adherence to relevant policies.
- Reporting: Prepare reports and analyze data related to unemployment claims, providing insights and recommendations to management for effective decision-making and strategies to lower UI tax
- Communication: Liaise with internal stakeholders, such as HR, legal counsel, and operations personnel, to gather necessary information and collaborate on claim responses and strategies.
- UI Tax Management: Collaborate with finance and payroll departments to ensure accurate reporting of wages and proper management of UI tax accounts to mitigate risks and maintain compliance.
- Continuous Improvement: Identify opportunities for process improvements and efficiency enhancements in managing unemployment claims to optimize outcomes and minimize costs.
- Cross-Functional Training & Coverage: Crosstrain across Employer Services functions—under the oversight of Jacqueline Perez—including offboarding, garnishment administration, employment verifications (via The Work Number), mailed-in verification requests, and the Employee Services Provide backup support as needed to ensure seamless operational continuity.
- Subject-Matter Expert Development & Training Delivery: Progress into a Subject-Matter Expert in UI claims administration and Employer Services processes. Collaborate with management to design and distribute training materials and sessions that equip HR and operational teams to understand the impact of UI claims—and their role in the claims process—with the goal of reducing UI tax exposure.
BASIC REQUIREMENTS
- Bachelor’s degree in human resources, Business Administration, or a related field (or equivalent experience).
- Strong understanding of state unemployment insurance tax laws, regulations, and

- Prior experience in managing unemployment claims or working with state unemployment agencies is preferred.
PREFERRED REQUIREMENTS
- Knowledge of systems – ADP, EPAY, and ADP UCM, ADP Vantage
- College degree – Minimum 2 years advanced education
- Demonstrate expertise with MS Office applications (Excel, Outlook, Word, and PowerPoint)
