Job Summary:

This position involves working with internal and external partners on efforts aimed to reduce or prevent drug overdoses in the state. The Health Program Manager III is responsible for managing the Drug Overdose Fatality Review (OFR) program as outlined in Arizona Statute 36-198-198.01. Main responsibilities include planning, coordinating, and facilitating stakeholders in collaborative reviews of the monthly Overdose Fatality Review state team meetings, developing and administering an annual budget, and developing short and long-term program goals that meet the agency’s strategic plans. This position communicates and provides technical assistance regularly with the OFR local and state teams to maintain statute-required forms and rosters, including confidentiality forms and
requirements to assure conformance with policies. The Program Manager also works closely with OFR teams to disseminate information, develop protocols and training manuals for data collection and guidelines for data entry that satisfy CDC and ADHS requirements; provide training and technical assistance to contractors (including local/county OFR teams), and collaborative partners in order to monitor program progress and evaluate program goals. This position maintains communication with various offices of medical
examiners and other medical and behavioral health providers to obtain historical treatment records for selected overdose cases. The Program Manager works with ADHS surveillance epidemiologists, medical data systems (MEDSIS), and REDCap to classify and
confirm opioid overdoses, and non-fatal and fatal cases for the ADHS dashboard. In addition this position will work closely with epidemiologists to identify trends and gaps in overdose prevention efforts. This position supervises and manages personnel responsible for the review of medical records and the creation of case narratives for review by the OFR State Team. This position is also responsible for tracking, entering, quality assuring and analyzing various types of data, including prevention recommendations made by
OFR team members. Prepares an annual statistic report analyzing the causes and incidences of overdose fatalities in the state. Disseminates data and report findings in professional presentations, with partner agencies to assist in addressing the overdose
prevention implementation; performs routine quality management of providers to ensure accuracy and timeliness of data entry; managing the OFR data collection tool for the OFR master database and annual data reconciliation of this information; and maintaining
relationships with the county health departments and the ADHS MEDSIS team. This position will participate and may lead strategic planning efforts focused on addressing systemic issues contributing to drug overdoses. Lastly, the position will be responsible for leading process improvement initiatives of the OFR program, streamlining operational workflows, and integrating new techniques and methods to enhance program efficiency and effectiveness.
