Essential Functions
- Serves as the Bureau Chief for the Bureau of Warehouses performing highly responsible managerial functions in determining policy for the Bureau.
- Monitors the liquidation of non-grain and grain assets, and recovers money expended from the Illinois Grain Insurance Fund.
- Establishes and implements policies concerning licensing and regulation of warehouses.
- Communicates with organizations which represent businesses affected by the regulatory functions of the Bureau of Warehouses.
- Collaborates with agency and external partners.
- Coordinates review of proposals for legislative and fiscal impact.
- Serves as full line supervisor, preparing staff work schedules, assigning specific duties and reviewing work.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
- Requires 4 years of responsible administrative experience in a public or business organization and extensive knowledge of the principles and practices of public and business administration.
Preferred Qualifications
- Prefers a working knowledge of the principles of governmental accounting, program budgeting, personnel, statistics and procurement.
- Prefers five years of experience analyzing, interpreting and reporting commonly utilized financial data.
- Prefers at least one year of experience working with rules, regulations and laws relative to warehouse acquisitions, bankruptcies and liquidations.
- Prefers three years of experience establishing and implementing policies.
- Prefers five years’ experience managing a program budget.
- Prefers three years of experience serving as a negotiating representative to promote or support the interest of an organization.
- Prefers three years of experience supervising staff which includes assigning and reviewing work, establishing annual goals and objectives, preparing and issuing performance evaluations, providing guidance and training, and determining staffing needs.
- Prefers one year of experience presenting to large or small audiences.
- Prefers at least one year of experience resulting in intermediate proficiency working with Microsoft Office products.
