Duties and Responsibilities
1. *Serves as the principal administrator of the shared administrative and fiscal services unit to report to the campus chief administrative and operations executive (currently Chief Business Officer).
2. *Responsible for assigned financial operations areas.
3. *Oversees the leadership and direction of shared administrative services for the campus senior leadership to include offices of the chancellor, provost, vice provosts, chief business officer, student housing, campus services and facilities.
4. *Works with assigned executive and senior leadership to provide overall financial and fiscal direction.
5. *Works with executive and principal campus budget administrator in the execution of systemwide budgetary and financial policy, procedures and practices and support in the development of campus requirements and best practices that align with UH and UH Manoa strategy vision, mission and objectives.
6. *Develops strong administrative practices that bridge budgetary and fiscal support services.
7. *Develops consistent unit budget levels that are in alignment with leadership initiatives and budget policy.
8. *Works with executives to implement the criteria, formats to be used by the campus budget office in the preparation of their unit budgets in support of the campus biennium and supplemental budget request.
9. *Effectively supervises managers, and oversees a large team of fiscal administrators and assigned HR specialists that support programs that administer a wide range of funds including general, special, tuition, revolving, RTRF and private funds.
10. *Responsible for the development and mentorship of direct reports.
11. *Works with the shared services managers to resolve unique, highly visible, and high cost projects and initiatives, and recommends strategic approaches to obtain excellence within budget allocation.
12. *Meets with executives to address fiscal challenges, finding feasible options and solutions that meet the campus and unit objectives.
13. *Prepares position summaries and data for executive on a variety of matters, which will be used for leadership decision-making. Makes actionable fiscal recommendations on requests.
14. *Works on specific projects as required. Participates in meetings related to the financial/fiscal operations for assigned units.
15. *Participates on campus committees and task forces as directed.
16. Other duties as assigned

Minimum Qualifications:
1. Possession of a baccalaureate degree in business, accounting, finance or related field and 6 year(s) of progressively responsible professional experience with responsibilities for financial management in a public higher education institution or comparable; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
2. Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in the area of accounting, business and financial administration.
3. Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with accounting, business and financial administration.
4. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches.
5. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
