The overall strategic direction for the incumbent is to translate business and operational activities into financial results with recommendations that are to reflect cost savings and future growth and support business missions. There are two primary functions of this role:
The first being financial and operations oversight for IEEE Infrastructure Departments including; Information Technology Department, Legal and Compliance, Facilities and CFO departments. This position provides leadership in preparation of the annual expense and capital budget recommendations, monthly forecasts and daily oversight of the financial operations of the above-mentioned departments and related headcount and organizational structure support to MD's. This position is responsible for the completion of financial reviews relative to financial targets, budgets and forecasts. Collaboration with the Controller & reporting to the CFO this role has responsibility for IEEE Financial policies, aspirations, strategies, and Generally Accepted Accounting Procedures in the USA. Additionally, direct responsibility for Audit Matters, Risk and Insurance are included in the scope of the role. Additionally, the role is responsible to develop allocations and chargebacks related to purchased/reimbursed services including capitalized labor to better align budgets and adhering to internal Accounting guidelines and policies. Oversight into the IPR and Strategic Sourcing process, Concur Time & Expense Reporting and Compliance related matters are also an integral part of the role.
The second primary function is accountability over three IEEE revenue producing divisions including; The Standards Association (SA), Educational Activities (EA) and the IEEE USA Business (USA). This position provides leadership in preparation of the annual expense and capital budget recommendations, monthly forecasts and daily oversight of the financial operations of the above-mentioned departments. This position is responsible for the completion of financial reviews relative to financial targets, budgets and forecasts. The incumbent should be equipped to problem solve, demonstrate strong leadership skills and effective relationship management. This position will evaluate opportunities within the Finance and Administrative department for process improvement and collaboration with business leaders on both revenue and expense/capital initiatives which drive the mission and vision of the IEEE. The position reports directly to the CFO and will have 2+ direct reports. Oversight for staff and the processes supporting these multiple businesses with revenue, expenses, and capital budgets totaling approximately $200 million. Within the revenue producing businesses, this position is to provide financial oversight for three highly visible operating units: These three organizations exist to protect and sustain the membership interests of over 400,000 IEEE members & corporations in 160 countries across all communities of Technical Societies, Geographic Units, creates & promotes Standards Development, Educational Activity Programs for Students and to assist and monitor membership and governance matters in the IEEE SA and USA Divisions. Major responsibilities are to develop and implement the financial models under which these businesses are designed. Support OU volunteers, adhoc committees and related activities and serve as FinCom liaison for all supported OUs. This component includes direct Relationship management with Senior Volunteer Treasurers and OU VP's across the Institute.
Specifically, in and for the Standards Association, Oversight of 30+ working groups/sponsors Netsuite activity, concentration banking, quarterly financial reviews and year-end audits coupled with Treasury Operations for Control over Cash and Long Term Invested Assets of the IEEE. Management responsibility to the Internal and External Audit Process and Procedures and Internal Control Documentation connected to the business. FD&A and 5 Year planning with a business focus is also combined into the role.
