Job Description

Fluor is seeking a Stakeholder Relationship Manager to lead all non-technical coordination and communication with host-nation partners, including medical research facility leadership and relevant government ministries in Gabon. This is a Key Personnel position that is critical to managing partner expectations, navigating local customs, and sustaining a positive working relationship between the project team and host-nation stakeholders throughout the program lifecycle.

 

Responsibilities

  • Serve as the project team's primary liaison to Gabonese government ministries, facility leadership, and community stakeholders.
  • Manage partner communications in both French and English, ensuring clarity, cultural sensitivity, and consistency of messaging.
  • Facilitate and document meetings with host-nation counterparts; coordinate agendas, translation, and follow-up.
  • Advise the Program Manager on host-nation political dynamics, stakeholder sensitivities, and local relationship-management strategies.
  • Support negotiations and coordination related to government approvals, site access, VAT exemption procedures, and other host-nation compliance requirements.
  • Coordinate with the U.S. Embassy and local diplomatic contacts as needed to advance project objectives.
  • Identify and escalate stakeholder risks that could affect schedule, scope, or partner relationships.

Basic Job Requirements

  • 12+ years of experience in stakeholder engagement, public relations, or international development.
  • At least 5 years of experience working on complex projects in the Central Africa region.
  • Professional fluency in both spoken and written French and English is mandatory.
  • Bachelor's degree from an accredited university in International Relations, Communications, or a related field.

Other Job Requirements

Preferred Qualifications

  • Master's degree in a relevant field.
  • Experience supporting U.S. government-funded international capacity building, infrastructure, or security cooperation programs.
  • Existing professional relationships within Gabonese government ministries or the Central Africa public health/research community.
  • Familiarity with diplomatic protocols, host-nation customs, and SOFA or SOFA-like agreement frameworks.
