Caladwich Consulting is seeking a Senior Technical Analyst to provide Independent Verification and Validation (IV&V) services and resources with expertise in overall Systems Development Life Cycle (SDLC) that can rapidly be deployed to prototype new business opportunities. This includes IV&V of the DIS technology systems and processes using techniques such as monitoring, evaluating, reporting on system/software change management activities.
Duties/Responsibilities:
• Review IV&V reports and findings to ensure technical accuracy and clarity prior to delivery.
• Conduct independent verification and validation activities across the system development lifecycle
• Support assessment of website-related technical metrics and system usability indicators
• Review system requirements, architecture, design, testing, and release artifacts
• Develop and execute test plans, validation procedures, and acceptance criteria
• Evaluate system architecture, design artifacts, and technical documentation for quality, risk, and compliance.
• Identify technical risks related to system integration, performance, scalability, security, and operations.
• Assess compliance with HHS, CPIC, OMB, and federal IT policies
• Identify technical risks and recommend mitigation strategies
• Support Configuration Control Board (CCB) activities and change management processes.
• Review technical aspects of DIS websites and supporting platforms for performance, reliability, and integration impacts
• Review and assess system changes, enhancements, and modernization initiatives; provide written recommendations.
• Support technical risk management activities, including risk identification, mitigation planning, and reporting.
• Advise program leadership on emerging technologies, technical best practices, and modernization strategies.
Requirements
Qualifications / Required Experience:
• Bachelor's degree in Computer Science, Information Systems, or related field
• 8+ years of experience supporting federal IT systems, IV&V, or systems engineering efforts
• Prior hands-on experience working with HHS systems or programs (e.g., DIS-supported systems, grants management platforms, or HHS IT modernization initiatives)
• Strong analytical, testing, documentation, and communication skills
• Skill in communicating effectively and maintaining good working relations with diverse groups.
• Self-motivated and does not require detailed management oversight - Organized with strong attention to detail.
