Overview
The Bureau of Overseas Buildings Operations (OBO) directs the worldwide overseas building program for the Department of State. Working with other offices and bureaus, foreign affairs agencies, and Congress, OBO’s challenge is to set worldwide priorities for the design, construction, acquisition, maintenance, use, and sale of real properties and the use of sales proceeds.
Construction and Security Management Directorate (CSM), Office of Construction Management (CM), Is responsible for OBO’s construction program, including leading the coordination of the contractual design activities, in conjunction with other offices, on design/build projects and construction and commissioning on design/build and design/bid/build projects. CSM/CM provides management oversight and on-site construction supervision for OBO worldwide construction program.
Responsibilities
- Develops and prepares management reports as directed for all levels on OBO management,
- Providing direct support in the planning and designing of the SharePoint environment
- Analyzing business requirements to identify SharePoint solution
- Managing SharePoint features and solutions
- Conducting discovery sessions to gather requirements for SharePoint projects
- Creating technical and functional documentation
- Designing SharePoint sites and applications and overseeing their implementations
- Creating infrastructure architecture and deployment plans
- Design and construct new or revised processes to model data and produce algorithms, predictive models, and other custom analyses to fully leverage data within the Bureau for developing defensible products for strategic decision-making. Current data delivers only basic information but methodically approached and modeled will unlock new ways to explore, understand, and report work within the directorate.
- Data analysts are constrained to basic analytical techniques and CSM envisions a comprehensive analytical skillset only found in a position tailored toward the data science discipline. The position’s skillset will support maturity gaps found in the Department’s Capacity Assessment, published in April 2022. In particular, the promotion of data literacy throughout the bureau and expertise in the low performing maturity model domains of statistics and research and analysis.
- Support OBO’s Functional Bureau Strategy Cross-Cutting Management Objective 3.4, which seeks to improve the data management and analytics platforms and technologies to enable data-driven decision making. The position also directly supports objective 4.2 of the FY 2022- 2026 Joint Strategic Plan Framework, which seeks modernize IT and leverage data to inform decision-making and support mission delivery. The position will also bolster OBO’s commitment and capacity to support the Department’s Enterprise Data Strategy. Lastly, this position will support priority number 4 of the 2023 Secretary of State Priorities of the New Year, which states that we will shape the terms of our technological future – making sure that critical and emerging technologies and their applications protect our privacy, promote our competitiveness, and uphold democratic norms and values.
- Advise on statistics and advanced analytical approaches that will enable the bureau to prioritize and allocate funds using risk-based spending methods and predicting the impact of competing investments and tradeoffs.
- Produce analytical components using data within the Bureau to measure project health, risk, and data trends.
- Assist the Bureau with the effectiveness and efficiency of operations, compliance with regulations and applicable laws, and reliability of financial reporting, which aligns to the objectives of the Federal Managers’ Financial Integrity Act (FMFIA).
