Overview
DecisionPoint seeks a Senior-Level Business Intelligence Analyst to support a Department of Defense (DoD) enterprise initiative that enhances the systems and processes used to deliver timely, accurate, and compassionate services to survivors and beneficiaries. The analyst will work with stakeholders across Survivor Outreach Services (SOS) and Casualty and Mortuary Affairs (CMA) offices to capture business requirements, document workflows, and validate improvements to benefits processing, outreach coordination, and family engagement.
This position plays a critical role in transforming survivor-facing systems and processes, ensuring that data-driven tools and reporting mechanisms support efficiency, empathy, and transparency in survivor care.

Duties & Responsibilities
The Business Intelligence Analyst, Sr. (Survivors) will:
- Serve as a liaison with Survivor Outreach Services (SOS) and CMA offices, ensuring survivor- and benefits-related business requirements are accurately captured and communicated to development teams.
- Conduct requirements elicitation workshops, stakeholder interviews, and validation sessions to define system and process needs that improve support to survivors and beneficiaries.
- Document current-state (As-Is) workflows for survivor assistance, benefits management, and outreach coordination; design future-state (To-Be) processes to enhance responsiveness and visibility.
- Develop and maintain traceability documentation linking survivor-focused requirements to design specifications, data models, and acceptance criteria.
- Collaborate with developers and analysts to design data interfaces, dashboards, and reporting capabilities that support survivor case tracking, communication, and performance analytics.
- Participate in stakeholder validation and user acceptance testing (UAT) to confirm functionality meets operational and policy objectives for survivor support programs.
- Coordinate with other Service components to promote data consistency, interoperability, and equitable service delivery across DoD survivor programs.
- Support sustainment activities (Task Area 6) by maintaining updated documentation, monitoring key metrics, and identifying process improvements based on user feedback.
- Ensure all solutions and reporting methods align with applicable DoD directives, privacy standards, and benefits regulations.
- Provide periodic reports and recommendations to program leadership to enhance data integrity, operational transparency, and survivor experience.
Qualifications
Clearance Requirement:
- Must hold an active Secret clearance.
Education:
- Bachelor’s degree in Business Administration, Information Systems, Data Analytics, or a related field.
Experience:
- Minimum 7 years of experience in business analysis, requirements management, or process improvement in federal or defense programs.
- Experience supporting survivor services, benefits programs, or human capital systems is preferred.
Technical Knowledge:
- Proficiency in requirements documentation, workflow analysis, and stakeholder engagement using tools such as Microsoft Visio, Jira, or Confluence.
- Experience working in Agile or iterative development
- Familiarity with data visualization and BI tools such as Power BI or Tableau.
- Understanding of DoD survivor outreach, casualty affairs, and benefits programs and related policy frameworks.
Certifications (Preferred):
- Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI-PBA).
- ITIL Foundation or Lean Six Sigma certification.
- Agile or Scrum certification.
Skills:
- Strong communication and interpersonal skills for engaging diverse stakeholder groups.
