The National Oceanic and Atmospheric Administration (NOAA) Earth Prediction Innovation Center (EPIC) is a community-based collaboration model for the Weather Enterprise (i.e., government, industry, and academia) designed to accelerate innovation that improves weather forecasting systems, such as the Unified Forecast System (UFS). The result is mitigating the devastating impacts of hazardous weather and other environmental events on life, property, and the nation’s economy.
The EPIC contract customer is NOAA’s Weather Program Office (WPO) within NOAA's Oceanic and Atmospheric Research (OAR) line office.
The draft EPIC Performance Work Statement (PWS) (2024) states that EPIC’s vision is to “enable the most accurate and reliable operational numerical forecast model in the world. EPIC’s mission is to be the catalyst for community research and modeling advances that continually inform and accelerate advances in our nation’s operational forecast modeling systems. In the near term, this means enhancing NWP skill of Earth system models, applications and components used in NOAA’s weather forecasting suite, including the UFS. In the long-term, this means expansion to other operational model applications such as high-resolution convective-allowing models and fully coupled sub-seasonal-to-seasonal, water, and ocean forecast systems.”
(Per draft PWS) ASRC Federal’s NOAA EPIC Project Manager will lead a team focused on building on the EPIC efforts to date and developing and executing a new EPIC Strategic Plan that addresses:
Maintenance and expansion of EPIC.
Enabling strong collaboration with the Earth Sciences community to nurture a highly inclusive and diverse modeling community of practice across the Weather Enterprise.
Maintenance and expansion of a publicly accessible end-to-end testing and development environment on the cloud, from pre- to post-processing, for core Earth system model applications.
Demonstrate EPIC success by bringing in innovations to improve Weather and Climate model performance.
ASRC Federal’s NOAA EPIC Project Manager will manage the scope of NOAA EPIC activities including:
Project management,
Infrastructure and software engineering,
Codebase support,
Code management,
Systems integration,
Data management,
Tracking NWP performance and skill improvement,
Advanced user support,
Community and continuous stakeholder engagement.
Primary Responsibilities:
Serve as the primary interface with the NOAA Program Lead, Contracting Officer, Contracting Specialist, and Contracting Officer’s Representative.
As the EPIC contractor lead, the Project Manager shall provide overall responsibility for the success of the EPIC contract, including working with the lead architect and software engineer providing leadership, vision, and guidance to the EPIC contractor staff.
Shall be responsible for tracking progress on EPIC milestones, reporting on progress to the Government, and bringing issues and proposed solutions to the attention of the Government throughout the life of the contract.
The Project Manager shall be responsible for recruiting, training, and retaining a high-quality, highly technical, and diverse workforce (with the required education, specialized training, licenses, and/or certifications).

Required Qualifications:
• Possess a PMP Certification by job start
• Excellent written and communication skills
• *Preferred Qualifications:
• Bachelor’s degree in a related discipline (e.g., IT, engineering)
• 7 years of professional experience in related field (e.g., IT, engineering)
• 5 years of experience in project/program management in related field (e.g., IT, engineering) performing human resource management, recruiting, financial analysis and reporting for project/program status, and customer relationship management
• Project/Program Management experience on an IT or Engineering-focused contract valued at over $5M annually
Experience in managing Continuous Integration (CI) / Continuous Deployment (CD) software development pipelines or similar DevSecOps toolchains, preferably in the cloud
• Experience in managing cloud-based systems and applications
• Experience in weather-related science or forecasting, preferably Numerical Weather Prediction (NWP)Experience at NOAA or similar organization that performs weather-related science or forecasting
• Understands NOAA’s Unified Forecast System (UFS)
