Consultancy Title: Digital Content Architecture & CMS Implementation Consultant

BACKGROUND

Purpose of Activity/Assignment: 

This assignment ensures continuity in critical Content Management System (CMS) feature development and adherence of editorial and content standards on unicef.org during a period of transition and limited staffing. Operating under a deliverables-based contract, the consultant will play a critical role in implementing high-priority CMS enhancements, refining content models, and rolling out lifecycle standards across the global UNICEF web ecosystem.

Working closely with the Web Editorial and Digital Platforms & Governance teams, the consultant will apply an editorial and content lens to translate editorial and governance requirements into functional technical solutions, ensuring progress on core web infrastructure projects. The work will directly support UNICEF’s public-facing corporate site, which hosts more than 25,000 pages, by improving usability, accessibility, and governance compliance.

Scope of Work:

The consultant will support the development, delivery, and governance of key CMS features and enhancements, as well as the roll-out of the content lifecycle project. Applying both a business analysis and content architecture lens, the consultant will ensure that user needs, editorial strategy, and governance requirements are translated into functional, high-quality technical solutions. The scope of work will include the following deliverables and responsibilities:

1. Requirements Gathering & Analysis

• Conduct consultations with editorial and governance stakeholders to capture CMS feature needs (e.g., mosaics, templates, tertiary navigation, breadcrumbs, content lifecycle, schema, content components).

• Analyze site performance and user behaviour using Google Analytics 4, Siteimprove, or other analytics tools to inform feature development.

2. Feature Specification & Validation

• Translate and document user needs into structured functional and non-functional requirements.

• Collaborate with the Platforms team to produce user stories, feature briefs, and acceptance criteria.

• Review and validate proposed solutions to ensure alignment with editorial workflows, WCAG accessibility standards, and governance policies.

• Coordinate user validation testing with design and platform teams.

3. Content Model & Lifecycle Optimization

• Refine the content model and metadata schema to improve search, navigation, and governance.

• Define and document content lifecycle workflows, including publishing, archiving, and review processes.

• Develop and disseminate editorial guidance on lifecycle management through webinars and documentation.

4. Documentation & Knowledge Transfer

• Maintain detailed documentation of progress, decisions, and lessons learned for all platform projects.

• Prepare a comprehensive final handover package.

• Conduct knowledge transfer sessions to ensure continuity beyond the consultancy period.

5. Status Reporting

• Provide biweekly updates on progress, risks, and deliverables to the designated project lead.

This scope of work is projected as Phase I of what is anticipated to be a broader assignment that may involve additional phases and deliverables for a possible extended period.
