Job Duties

The Virginia Department of Transportation’s (VDOT) Culpeper District is seeking a Maintenance Program Manager to provide leadership, coordination and support to the District Maintenance Program by assisting with development of financial spend plans, budgets, cost-benefit reporting, and expenditure monitoring and tracking.

The Core Responsibilities for this position include but are not limited to:

• Budgeting - Developing, administering and monitoring District maintenance budgets and annual spend plans. Prepare and submit budgets. Working closely with field staff to prepare various budgets, Federal Funded Projects and annual spend plan. Providing guidance and technical assistance to others during budget preparation process. Monitoring expenditures and analyze data for planning and program requirements. Reviewing funding requests, perform cost analyses, and make determination for fund transfers.
• Financial Documentation – Enacting fund transfers through journal entries in automated accounting system. Developing and presenting reports regarding status of funds, projected expenditures, trends and spend plans. Preparing budget and other financial presentations for District and Statewide Committees. Reconciling year-end budget.
• Project and Contract Management and Cost Benefit Analysis – Coordinating review of maintenance operations to assess efficient use of resources, hired equipment and other service maintenance contracts with the District Infrastructure Manager. Tracking maintenance contracts and coordinate efforts with contracting staff. Managing redistribution of contract changes and submitting journal entries for corrections. Compiling and submitting contracts. Managing project progress to meet timeframes and funding levels. Tracking, coordinating, monitoring and providing financial reports related to emergency projects (declared or non-declared emergencies). Providing updates to management and field operations.
• Maintenance Program Leadership and Business Re-engineering – Serving as an active member of the District Maintenance Program Leadership Group (DMPLG). Providing support and technical assistance related to maintenance policies, procedures, data analysis and business practices. Coordinating and implementing Districtwide maintenance programs to include revision or development of new programs. Coordinating VA Traffic training to meet statewide operational goals and serve as Culpeper District VA Traffic Coordinator for Emergency Events. Developing and conducting specialized training for maintenance operations personnel as new programs are implemented or existing programs are updated.
• Emergency Operations – Monitoring VA Traffic reporting. Conveying information to District and Central Office personnel. Assisting with training and coordination of on-call response to emergency events. Assisting with the development, coordination, and implementation of emergency operations procedures. Serve as District Severe Weather Assignment Coordinator. Serving as liaison between District, Central Office, FEMA, FHWA, and field operations during emergency events.

Minimum Qualifications

• Experience developing, managing multiple budgets and financial documents.

• Ability to work independently to set priorities, schedules, resolve issues and make decisions.

• Experience with contract development, administration of goods and service contracts.

• Ability to interact and communicate effectively with customers.

• Knowledge of state, federal transportation rules, regulations and funding policies.

• Skill in the use of computers and software applications to include financial management programs.

• Knowledge of emergency operations planning, implementation and monitoring.

• Ability to gather, analyze data, prepare technical reports and presentations.

• Knowledge of maintenance procedures, policies, practices, methods and materials.
