Job Duties

The Senior Human Resources Consultant is both a strategic and hands-on partner that provides full cycle Human Resources support to employees at VDEM’s headquarters, Emergency Operations Center, and regional offices. This position supports all VDEM employees by administering the statewide benefits programs including health, life, disability, workers’ compensation, and retirement benefits. This position is knowledgeable of all applicable Human Resources policies, procedures, federal and state laws and ensures the agency’s compliance.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.

This position is approved for one telework day.

Minimum Qualifications

- Knowledge of applicable federal and Commonwealth of Virginia laws, regulations, policies, and procedures governing payroll, benefits, leave administration, and human resources operations, with the ability to interpret and apply them consistently.
- Demonstrated success administering payroll and employee benefits programs in a Human Resources environment, including Workers' Compensation, disability benefits, health and life insurance, FMLA, retirement programs, and deferred compensation.
- Proficiency using Commonwealth of Virginia human resources systems and processes, including HRIS platforms such as Cardinal, PageUp, and myVRS Navigator.
- Demonstrated ability to process employment actions, including new hires, job changes, compensation transactions, and personnel changes, in accordance with established deadlines.
- Demonstrated ability to audit human resources, payroll, or related records, transactions, and supporting documentation to ensure compliance, accuracy, and completeness.
- Skill in generating, analyzing, validating, and reconciling reports using databases, spreadsheets, and reporting tools.
- Strong analytical and problem-solving skills with the ability to identify trends, resolve complex payroll and benefits issues, and recommend process improvements that enhance HR operations, productivity, and agency effectiveness.
- Demonstrated ability to manage multiple priorities, meet critical deadlines, and maintain a high degree of accuracy and attention to detail.
- Ability to serve as a trusted advisor to employees and managers by interpreting payroll, benefits, and HR policies and providing accurate guidance on complex issues in a clear, professional, and customer-focused manner.
- Advanced proficiency with Microsoft Office applications, particularly Excel, to analyze data, prepare reports, and support decision-making.
- Demonstrated ability to conduct new employee onboarding and orientation, including communicating payroll, benefits, and employment-related information effectively.
