Job Duties
The Virginia Department of Health is seeking a team member to perform a combination of duties in the support of Environmental Health in the Commonwealth. This is a partially grant funded, full-time position supporting the Office of Environmental Health Services - Division of Shellfish Safety and Waterborne Hazards. Job duties will include but are not limited to programmatic and grant management activities associated with the Coastal Beach Monitoring and Notification Program and its administration, along with other duties as assigned. This is a restricted position partially funded by the EPA Coastal Beach Monitoring grant. This grant project period runs from 12/1 - 11/30 each year and must be reissued by Congress each year. This position is subject to available funding from the federal government.
The Environmental Health Coordinator for the Coastal Beach Monitoring and Notification Program serves as the technical lead and subject matter expert for waterborne illnesses associated with recreation in open waters state-wide. This role provides technical assistance and training on recreational water illness prevention to local health districts and other entities (upon request), manages the Beach Monitoring and Notification Database (BMAN), produces annual outreach materials for Healthy and Safe Swimming campaigns per CDC guidelines, manages, administers, and ensures quality control and assurance of beach data in preparation of annual EPA submission, reports programmatic and fiscal information to be in compliance with the EPA Coastal Beach grant deadlines, provides compliance updates for the EPA quality assurance project plans and quality management plans for the beach grant (every 5 years), develops budgets and narratives as required for the annual beach grant application, maintains the Tableau public facing Beach Advisory map, hosts an annual meeting for beach monitoring local health districts, and supports local, state, and federal entities during pollution response events.
Minimum Qualifications
• Ability to describe the ways in which recreational water quality may impact public health
• Knowledgeable in environmental and public health concepts and management strategies employed by health officials to protect public health
• Work experience and/or training with regulations and policies pertaining to federal grants (CVA/BIG), marina, septic and pump-and-haul, finance and accounting, state procurement, and environmental reviews
• Ability to prioritize tasks and identify process-improvement strategies
• Experience working with the public, particularly during contentious situations, and can demonstrate professional and courteous verbal and written communication skills
• Moderately skilled in the operation of standard office equipment and computer software (MS Office, Teams, Sharepoint, Excel, Adobe, Outlook). 3-5 years’ experience in each program
Additional Considerations
• Prior work experience in public and/or environmental health positions (volunteer and intern positions included)
• Ability to describe how recreational water advisories thresholds are developed and used to protect public health to reduce waterborne disease infections
• Ability to understand, interpret, and analyze water quality data, regulations, technical documents, etc. in order to relay information to federal, state, local agencies and to the public
• Prior work experience developing guidance based on technical/scientific data
• Prior work experience conducting technical training for multiple staff/oand/or have produced outreach/educational materials for the public
• Moderately skilled in the maintenance of databases and quality assurance/quality control methods. 3-5 years database management experience
• Experience with grant administration within Grants.gov
• Extensive experience with development and maintenance of Tableau projects. 3-5 years Tableau experience
