Project/Unit Description
The Contract Support Office (CSO) is responsible for the management of GTRI-wide contract vehicles in support of GTRI’s core competencies, research portfolios, and strategies. To accomplish this primary objective, CSO is responsible for the management and oversight of GTRI’s status as a University Affiliated Research Center (UARC), implementation and execution of Organizational Conflict of Interest processes, and other compliance with federal regulations, like Export Regulation Compliance, that are implemented at the contract level. CSO must collaborate with GTRI management at all levels to ensure that contract vehicles have the attributes to support the GTRI research enterprise, identify opportunities to win new contracts, and modify existing contracts to best support GTRI’s research directorates and laboratories. Contract vehicles managed by CSO currently support approximately 60-70% of GTRI research awards on an annual basis. As a result, the successful operation of CSO is critical to GTRI’s ongoing success as an applied research organization.
Job Purpose
Proposal Managers direct, oversee, and participate in the generation, coordination, and review of research proposals that lead to internally and externally funded research programs. They are responsible for all aspects of research proposal efforts, including review of Request for Proposals, establishing teams for proposal generation efforts, interpreting sponsor requirements, coordinating with sponsors, contracting organizations, and GTRI support organizations, generating and tracking proposal schedules and milestones, and ensuring that proposals meet organizational and sponsor compliance requirements. Proposal Managers also serve in an advisory or review capacity for support of proposals generated by other GTRI organizations. Proposal Managers also collaborate with Program Managers and GTRI managers to ensure that research proposals accurately reflect planned research efforts and address the strategic plans objectives.
Key Responsibilities
- Provide proposal support as needed to GTRI directorates, laboratories, and related organizations.
- Research and organize GTRI capability information for use by proposal writers throughout GTRI, including information on facilities, past performance, contract vehicles, security, and core competency programs.
- Lead proposal efforts for research multi-lab endeavors, assembling proposal teams of all sizes to address technical, cost, and contractual proposal requirements.
- Serve as proposal lead upon request of labs or directorates for large task order and/or contract vehicle proposals.
- Ensures that proposals are compliant with sponsor regulations, including Organizational Conflict of Interest issues, Export Control requirements, UARC Management Plan guidance, and Teaming Agreements.
- Serve as mentor or leader to researchers in the area of proposal generation.
- Ensure creation and standardization of formal proposal training.
