About the role
Delta Solutions & Strategies is seeking an operational requirements SME to support the US Space Force (USSF) Deputy Chief of Space Operations for Strategy, Plans, Programs, and Requirements in carrying out and executing strategic planning, long-range resource allocation, developing, directing, and conducting programming activities necessary to complete the USSF Program Objective Memorandum (POM). This position will support the Director of Strategic Engagement who is responsible for developing and integrating strategic narratives necessary to communicate and advocate the USSF resource allocation plan, program objective memorandum, strategies, concepts, requirements, and partnering to internal and external stakeholders.
<h3>What you will be doing:</h3>
<ul>
<li>Advocating USSF positions through various DoD documents and forums</li><li>Integrating resource management inputs and preparing presentations and correspondence to support strategic objectives.</li><li>Developing strategic resourcing narratives and incorporating them into briefings, speeches, congressional testimony, responses to inquiries, statements, articles, and engagements.</li><li>Advising the CSRO on congressional liaison and engagement, legislative advocacy, legislative coordination, and other programs affecting CSRO issues and priorities</li><li>Interface and perform Space Force strategy and plans-related analysis and support with the Office of the Secretary of Defense, and the offices of the Joint Staff, Department of the Air Force (to include the Secretary of the Air Force and Air Force Staffs), Field Commands, and other joint, Service, and international partners, as required.</li><li>Interface and perform duties to support the Joint Integration and Operational Capability Development Divisions with development of Service policy, guidance, oversight, and priorities for the Service’s capability development process. Ensures Service integration with the Joint Capabilities Integration and Development System (JCIDS)</li><li>Author, edit, review, and assess capability development products such as Initial Capabilities Documents (ICDs) and Capability Developments Documents (CDDs)</li><li>Advise senior leadership in planning, developing, and coordinating classified activities in support of USSF’s global mission.</li><li>Support deliberate planning process, development of operational strategy and doctrine. Assist in developing policy, guidance, and orders to USSF Field Commands. Identify and analyze concepts and technologies for investment.</li><li>Support the coordination of sensitive planning activities within the departmental, with the interagency, and Congressional arenas.</li><li>Generate recommendations for new programs, policies, doctrine, strategies, studies, and approaches.</li><li>Manages accounts on NIPRNet & SIPRNet and the Task Management Tool, to ensure action items are appropriately tasked, tracked, and closed in a timely manner</li><li>Demonstrated understanding of Space enterprise to include DoD requirements, acquisition, and budgeting processes and applicable Defense Space guidance and policy</li><li>Demonstrated ability to plan, organize, lead, and execute studies or projects and outbrief results to senior leadership.</li><li>Perform data analytics to assess and provide feedback on the capability development artifacts for each program within the space mission portfolio.</li></ul>
<h3>What you will need: </h3>
<ul>
<li>TS Clearance with SCI eligibility</li><li>Experience supporting Service HQ or DoD Agency or IC</li><li>Demonstrated interpersonal, organizational, oral presentation and executive writing skills</li><li>Familiarity with civil, commercial, and international space capabilities and architectures</li><li>Familiarity with the DoD space architectural analysis</li><li>Excellent writing skills</li></ul>
<h3>Preferred Skills: </h3>
<ul>
<li>Pentagon knowledge and understanding of Pentagon organizations</li><li>Knowledge and familiarity with current Defense Department efforts in space</li><li>Experience evaluating USSF, other DoD or NRO space systems.</li><li>Staff experience supporting DoD agencies within the past 3 years.</li><li>Familiarity with TMT and/or or other HQ staffing tools</li></ul>
<h3>Required Education/Experience: </h3>
<ul>
<li>Master’s Degree plus a minimum of 15 years of experience in an Operations, Engineering, Scientific, Data Science, Software Programming, Artificial Intelligence, Machine Learning, Analysis, Policy or Planning field, or equivalent experience/responsibility. Bachelor’s degree considered with the appropriate background and experience.</li><li>Experience and understanding of design, development and/or operations of one or more DoD operational system such as: Global Positioning System (GPS), Space-based Infrared System (SBIRS), Space Control, Space C2, Spacelift, Ground-based missile warning radars, protected and un-protected Satellite Communications, Space Based environmental Monitoring,
