Position Overview:

Provides overall leadership, direction, and management of the operating rooms, post-anesthesia care unit, surgical pre-op area and sterile processing. The Director contributes to the goals of the organization by generating new surgical business for the demographic region; developing and controlling operational and capital budgets; solving potential and real problems which impede safe patient care; developing the personnel, physical environment, and organizational systems needed to provide competitive and cost-effective operating-room services; designing competitive fee structures for services and supplies; and controlling inventory of equipment and supplies

JOB ACCOUNTABILITIES:

I. Directs the operations
• Ensures the overall quality of nursing care within the preoperative, intraoperative, and postoperative areas.
• Establishes the necessary monitoring and control techniques to ensure compliance with established standards, regulatory (JCAHO and Title XXII) and hospital guidelines.
• Directs, supervises, and motivates staff from operating room, post anesthesia care unit, outpatient/AM admit, sterile processing, surgical materials management, and anesthesia, providing supportive counseling as needed.
• Demonstrates management of limited resources including personnel, time, space, equipment, and supplies.
• Provides guidance to managers on managing change, motivating staff, and counseling on practice issues.
• Makes daily rounds in all areas of department to observe activities of sound nursing judgments, principles of work, simplification of work, and economical use of supplies and equipment.
• Acts as a liaison
• Maintains high levels of patient care and a safe environment
• Establishes standards and procedures for the scheduling of surgeries; makes decisions involving conflicts in scheduling and arrangements for individual specialized procedures as necessary.
• Recommends and implements professional/technical changes to ensure ongoing innovation and optimization of department skills.


II. Provides department administration/leadership; new-business development; and ultimate problem solving/ decision making.
• Establishes, attains, and evaluates goals and objectives the department
• Demonstrates current knowledge of trends in the business and healthcare industry, continually analyzing how they impact the department’s operations.
• Proactively assesses the environment for changes in existing client needs; explores required resources and revenue impact of new business with potential clients (e.g., surgeons, anesthesiologists).
• Communicates/recommends new-business opportunities with cost/benefit analysis; negotiates resource needs and fees and when approved closes transaction with interested client(s).
• Identifies real/potential problems affecting the team and acts proactively to prevent injuries, lawsuits, or licensing constraints.
• Discusses issues related to physicians with leaders; implements appropriate solutions.
• Collaborates with appropriate staff-support personnel in the ongoing development of program planning, implementation, and evaluation.


III. Demonstrates sophisticated management skills.
• Provides comprehensive systems analysis to identify workflow practices.
• Controls quantity and quality of nursing care by establishing performance standards, analyzing needs, and recommending and implementing changes.
• Ensures that working manuals policies and procedures are updated and maintained.
• Maintains continuous quality-improvement program, including monthly statistics, quarterly reports, reviews of absenteeism and turnover of employees, all patient and employee incidents, and patient and physician complaints.
• Establishes an ongoing database and forecasts of surgery volume and intensity for the budgeting process.
• Presents the capital and operating budgets for fiscal review and approval.
• Directs purchasing of all supplies and equipment.
• Directs daily cost constraints and evaluates the variances (positive and/or negative) in the budget reports.
• Analyzes budget expenditures in light of revenue impact department; strategizes budget reductions to maximize hospital revenue and completes and submits operating budgets.
• Collaborates with clinical managers, section chairman, and key physicians on equipment and supply needs regularly; monitors budget expenditures for all cost centers.
Strategizes need for capital equipment and technology planning leaders, developing, prioritizing, and submitting capital equipment budget.
