Job Description:

Environmental Health Supervisor

Purpose:

Under general direction, this position supervises personnel engaged in implementing the environmental health programs by conducting inspections, investigations, and public education in the enforcement of public health protection laws, codes, ordinances and regulations. Coordinates environmental health program activities and may conduct inspections in specialty areas. Assists in the development and implementation of policies, procedures and systems.  

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Supervises Environmental Health Services field officers in the performance of daily inspection and investigation activities.

  • Reviews daily inspection and investigation reports for compliance with policies and protocols.

  • Reviews case documents and notices of violation for municipal and county criminal court compliance actions.

  • Provides second opinion and on-site verification on establishment/facility permit suspensions and closures.

  • Provides assistance in developing and monitoring division/program budget and expenditures.

  • Develops division/program policies and standard operating procedures.

  • Coordinates division/program inspection and investigation activities with outside agencies and other City departments.

  • Provide HACCP plans and Variance Requests documents for compliance with State and Local laws and codes.

  • Technical advice and assistance to citizens, contractors, departments, management.

  • Develops and conducts on-going in-service training presentations and programs.

  • Provides supervision over investigation of consumer/citizen complaints and subsequent compliance actions.

  • Attends public meetings and cross-departmental meetings as Environmental Health representative.

  • May conducts inspections and investigations in a variety of settings (i.e. food handling and drinking establishments, solid waste disposal sites, day care centers, public schools, swimming pools, rodent and vector control, harborage and vegetation control)  for the purposes of protecting the public health and safety.

  • Develops and draft routine correspondence, legal documents, i.e. contracts, regulations, ordinance amendments, resolutions, etc.

  • Develops and conducts public information & education programs.

  • Prioritizes projects and work activities.

Responsibilities - Supervisor and/or Leadership Exercised:

Responsible for the full range of supervisory duties, including managing employee performance through selection, planning, coaching, training, evaluating, and disciplining direct reports, to include recommendation for dismissal.

Knowledge, Skills, and Abilities:

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  • Knowledge of public health and safety best practices, policies and procedures. 

  • Knowledge of basic accounting and/or bookkeeping procedures.

  • Knowledge of supervisory and management techniques.

  • Skill in communicating orally and in writing

  • Skill in determining needs gathering, analyzing and presenting data to provide accurate information.

  • Skill in identifying and assessing potential process improvements.

  • Ability to establish and maintain professional relationships with internal and external customers.

  • Ability to resolve complex problems or situations requiring the exercise of good judgment.

  • Ability to understand and explain industry trends, processes, and procedures.

Minimum Qualifications:

  • Graduation with a bachelor’s degree from an accredited college or university with at least thirty (30) semester hours of natural or basic Science.

  • Four (4) years of experience in the Environmental Health field, one (1) year of which was in a lead or supervisory capacity.

  • Master's degree in a related field may substitute for two (2) years of the required experience.

Licenses and Certifications Required:

  • Valid Texas Class C Driver License.

  • State of Texas Professional Sanitarian Registration OR

  • Credentialed as an Environmental Health Specialist
