Summary/Objective
Provides accurate and timely meter readings of all water meters, with the assistance of subordinates, in order to create utility bills and maintain an adequate cash flow for departmental operations. Provides customer service including turning water service on or off, investigating possible leaks, ascertaining accurate information when discrepancies exist, and other related activities. Manages meter and parts inventory to ensure best pricing and minimal inventory to meet operations. Performs repair, and replacement of meters as required to ensure accurate readings and billing. Manages annual meter testing and replacement program to ensure accurate meters in system. Assists developing annual Capital Improvement Program (CIP) and budget while managing expenditures to ensure they are within City guidelines. Directs the activities of subordinates to achieve goals in an effective and efficient manner. Provides responsible and timely staff assistance to the City Administration.
Essential Functions
Assures that information flows effectively and smoothly to and from the utility billing staff as well as the customer service staff, while performing meter reading and customer service activities, maintaining accurate metering throughout the City’s water distribution system.
- Initiates and investigates discrepancies in meter-related functions, through visual inspections or at the request of City staff or customers. Resolving issues in a satisfactory and timely manner.
- Manages meter and parts inventory to ensure optimal pricing and minimal inventory to meet operations.
- Manages annual meter testing and replacement program to ensure accurate meters in system and perform repairs and replacement of meters as required to ensure accurate readings and billing.
- Works in and around high traffic areas and confined spaces.
- Assists in developing, budgeting and managing annual Capital Improvement Program (CIP) to ensure expenditures are within City guidelines.
- Maintains accurate and current records for all accounts to provide fair billing to customers and an adequate cash flow to support departmental operations.
Supervises and manages employees assigned to the Water Meter Services group.
- Assists in hiring and training staff members, as needed.
- Provides supervision and oversight of applicable staff.
- Coordinates schedules of applicable staff.
- Administers and enforces City of Manhattan Policies and Procedures in a fair and consistent manner.
- Ensures employees supervised demonstrate productivity, competence, and high morale, as well as utilize employees’ skills and abilities.
- Conducts performance planning and evaluations for employees in a timely manner, to include development of goals, objectives, and deadlines.
- Resolves routine personnel issues or problems.
- Leads and manages staff with clear and consistent communication and expectations.
Performs additional duties as required.
- Attend all necessary meetings and training.
- Manages stress brought about by interacting with potentially irate and/or defensive employees or customers.
- Prepares weekly, monthly and annual reports.
- Ensures compliance with all applicable regulations, policies, and procedures in all duties.
Requirements
Required Education and Experience
- High school diploma, GED, or equivalent.
- Two (2) years of experience in meter reading, utility maintenance, or related field.
- Valid driver’s license.
Preferred Education and Experience
- Three (3) to five (5) years of experience in meter reading, utility maintenance or related field.
