SPECIFIC DUTIES:
- Manages major projects related to environmental and civil engineering for water, wastewater, storm water, and construction;
- Performs advanced technical work associated with site and environmental conditions affecting utility construction, piping systems, pumping systems, wastewater collection, treatment and effluent disposal systems, and water supply, treatment, storage and distribution systems;
- This is a highly responsible position which provides a high level of technical professional engineering services for the Bureau of Engineering Services (BES) in the Division of Facilities Management and Building Construction (FMBC) for the design and construction, renovation, and problem resolution of site-work, earthwork, roads, drainage, water supply, waste water systems, asbestos, petroleum and other chemical spills, hazardous materials, and the related administrative and regulatory permitting aspects;
- This work is primarily responsible for assuring compliance with numerous site-work and environmental regulations, and has extensive interface with local, regional, state, and federal regulatory agencies - including interpretation of regulations and their implementation;
- The incumbent in this position is responsible for coordinating with other professional staff in the correctional institutions, Region Office and Central Office to assure projects are monitored and completed in accordance with guidelines;
- Designs, develops and coordinates projects with budget cost estimates for new, expanded, upgraded, retrofitted, replacement, or otherwise improved water supply, wastewater collection and/or treatment, storm water management, site-work, and other environmental utility systems;
- Serves as Project Manager for such projects accomplished by Construction Contracts and assists in related construction management when accomplished by force account procedures;
- Responds to and trouble-shoots site work, roadwork, and cited deficiencies associated with construction projects for water, wastewater, and storm water projects; analyzes system loads and technical treatment needs to assure meeting environmental standards; designs modifications to plant processes; trains local staff and monitors implementation and operation for compliance with technical requirements;
- Prepares budget cost estimates and documentation in support of fixed capital outlay legislative budget requests;
- Coordinates communications and negotiations with governmental agencies and outside consultants.
